Final Draft food systems transformation pathway<br> Work Location<br>Remotely<br> Expected duration<br>2 months<br> Duties and Responsibilities<br>Background Since 2021, countries in the Arab region have been engaged in the global food systems transformation process launched at the UN Food Systems Summit, convened by the UN Secretary-General to accelerate progress across all 17 Sustainable Development Goals (SDGs) through a food systems approach. By highlighting the interconnectedness of food systems with challenges such as hunger, climate change, poverty, and inequality, the Summit led countries to develop national food systems transformation pathways under the leadership of appointed National Convenors. Objective The consultant will support the preparation of the national food systems transformation pathway of Libya. This will include assessing the current state of food systems, mapping key stakeholders, supporting the organization of a structured consultation, and translating agreed priorities into a draft pathway document in coordination with the National Food Systems Focal Point in the Government of Libya and ESCWA. In doing so, the consultant will draw upon ongoing regional initiatives on food systems transformation and ensure close alignment with regional consultation processes and timelines. The consultant, in close coordination with the National Food Systems Focal Point of Libya, will ensure that national priorities are clearly articulated and fed into regional processes, while maintaining coordination and feedback between national and regional levels. Main Responsibilities Deliverables 1: • Prepare food systems background note on Libya, which includes draft list of food systems indicators of relevance to Libya and relevant climate change parameters drawing on existing ESCWA knowledge products. • Solicit feedback and draft note and secure agreement on list of indicators to include to inform national food systems pathways development • Collect data on agreed list of indicators and elaborate background note Deliverables 2: • Prepare online survey to identify key food systems challenges and transformation priorities in Libya and disseminate it to relevant stakeholders across food systems sectors. • Analyse survey results. • Prepare PowerPoint presentation of background note and survey results for national dialogue Deliverable 3: • Identify list of national food system stakeholder institutions • Contribute to the organization of the national food systems dialogue, including preparation of meeting agenda and identification of national food systems stakeholder invitees under the leadership of the National Food Systems Convenor. • Propose outline of National Food Systems Pathways Report, drawing on global and regional experiences • Deliver presentation(s) during the national dialogue. • Support the National Food Systems Focal Point in Libya in preparing for participation in the 4th Arab Regional Meeting for Food Systems Transformation and ensure that relevant outcomes from the regional meeting are reflected in the national dialogue. The level of regional connectivity depends not only on infrastructure and cross-border flows, but also on the region's strategic assets, investment and financing ecosystems, and institutional readiness. The Arab region possesses substantial strategic assets , including natural (i.e., oil and gas reserves), physical (i.e., ports and maritime infrastructure), human (i.e., population and skill), financial (i.e., SWFs and capital markets), technological (i.e., AI and digital) and cultural (i.e., shared language, heritage sites). Yet these assets have not always translated into stronger regional connectivity. Understanding the factors that enable or constrain this transformation is therefore essential for designing effective regional policies and investment strategies. Although several international indices measure specific dimensions of connectivity—such as logistics, maritime transport, innovation or digital readiness—none provides an integrated assessment of regional connectivity by linking connectivity outcomes with the strategic assets, investment ecosystems and institutional conditions that underpin them. Nor do they examine how these factors collectively contribute to long-term regional prosperity. To address this gap, ESCWA proposes the Arab Regional Connectivity and Prosperity Framework (ARCPF). The Framework provides an integrated analytical approach for assessing regional connectivity and its key enablers and constraints to unlock the Arab region's prosperity potential. It examines how strategic regional assets, investment and financing ecosystems, and institutional readiness collectively shape regional connectivity, and how stronger connectivity contributes to greater resilience, deeper regional integration, and higher shared prosperity. Duties and Responsibilities The consultancy is related to producing a comprehensive technical paper on the theme of regional connectivity and prosperity with two parts: (a) a conceptual framework with theoretical foundations, methodological validation of the index, its components, and indicators framework; (b) the empirical analysis for the region with reference to other global regions, based on the results of the index and the component indices, policy implications and recommendations. Under the overall guidance of ESCWA, the consultant will undertake the following tasks: • Develop and refine the conceptual framework for the Regional Connectivity and Prosperity Index, building on ESCWA's initial proposal and strengthening it through international literature, economic theory, empirical evidence and international best practice. The framework should clearly define the terminologies, the component indices and their linkages, and realistic data availability for a robust basis for the index. • Design an internationally credible methodological framework including indicator selection, normalization, weighting, aggregation, sensitivity analysis and validation approaches. Provide the documentation to ensure transparency, reproducibility and future updating of the framework. • Develop and empirically validate an analytical model that examines the relationships between regional connectivity, strategic assets (including culture), investments, institutional readiness, and prosperity. Assess the relative contribution of each component within and across the components, identify major connectivity gaps, and analyse trends over time to support evidence-based policy recommendations. • Analyze and interpret the regional results by referencing them against other global regions, derive findings and policy implications for strengthening connectivity and prosperity in the Arab region context. • Assess the availability, quality, comparability and limitations of the underlying datasets, identify data gaps and propose practical approaches for addressing missing or inconsistent data. • Provide continuous technical guidance to the ESCWA team throughout the development process, including methodological choices, data compilation, validation, analytical interpretation and presentation of findings. • Participate in expert consultations and focus group discussions, respond to technical comments, incorporate relevant feedback from ESCWA and external experts, and document major methodological decisions made throughout the review process.<br> Qualifications/special skills<br>A PhD in economics or related field is required. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. A minimum of 15 years of professional work experience in the field of research on regional development issues is required. Publication in reputed peer reviewed journals in this field is required. <p><strong>ROLE PURPOSE: </strong></p><br><p>The Child Protection Officer will be in charge of the daily follow up of the Child Protection (CP) activities, provide support to implementing partners and lead the direct implementation in the field. The Child Protection programme includes the establishment and expansion of psychosocial programming with children and youth, capacity building and support for caregivers and coordinate with the community stakeholders and local authorities to implement community initiatives addressing CP issues. GENERAL SCOPE Open-source software policies provide a strategic framework governing how public institutions assess, procure, use, develop, reuse and share software whose source code can be inspected, modified and redistributed under an appropriate open licence. Their importance for sustainable development extends well beyond the possibility of avoiding licence fees. When properly implemented, such policies can reduce the duplication of public investments, facilitate interoperability among government systems, increase transparency and auditability, enable solutions to be adapted to local languages and needs, and reduce excessive dependence on individual technology suppliers. They can also allow governments, universities, local companies and civil society organizations to collaborate on shared digital solutions, thereby strengthening national technological capabilities, creating opportunities for small and medium-sized enterprises and supporting local digital employment. Open-source software solutions are particularly relevant to lower- and middle-income and crisis-affected countries because they can be reused and adapted rather than developed repeatedly from the beginning. The United Nations recognizes open-source software as an important category of digital public goods and calls for greater investment in such goods to advance the Sustainable Development Goals1. In this sense, open-source policies can contribute directly to SDG 9 on innovation and resilient infrastructure, SDG 16 on effective, accountable and inclusive institutions, and SDG 17 on partnerships, while also supporting digital services in health, education, social protection, agriculture and local government. Nevertheless, open-source adoption should not be treated as an automatic or purely cost-saving choice. Effective policies should address total cost of ownership, cybersecurity, software maintenance, licensing compliance, accessibility, data protection, documentation, technical support and long-term community governance. Several governments have institutionalized these principles. The European Commission’s Open Source Software Strategy promotes a “Think Open” approach through which European institutions are encouraged to use, share and contribute to open-source solutions, increase software reuse and strengthen technological control and collaboration across administrations. France has established a dedicated government open-source function, the code.gouv.fr platform and the Socle Interministériel de Logiciels Libres, a reference catalogue of open-source software recommended for use across the public administration. Within the Arab region, Saudi Arabia’s Digital Government Authority published a Free and Open-Source Government Software Strategy and an implementation guideline aimed at improving technology leadership, increasing efficiency in government IT spending, encouraging software and source-code reuse, and supporting the growth of the national digital economy. Egypt has also, since several years, adopted a national strategy supporting free and open-source software, while the Software Engineering Competence Center under the Information Technology Industry Development Agency serves as the government’s focal point for this field. For Palestine, an open-source software policy could become an important instrument for building affordable, resilient and nationally sustainable digital government. In a context of severe fiscal constraints and service-delivery arrangements, the systematic reuse of secure and proven software components could help reduce repeated development and licensing expenditure, while improving interoperability among ministries, municipalities and public institutions. Furthermore, requiring donor-funded digital projects to use open standards, provide adequate documentation and consider publication under suitable open-source licences could improve national ownership and prevent isolated systems from being abandoned after project financing ends. These benefits would require a phased implementation model based on an inventory of existing systems, open and interoperable technical standards, procurement rules that evaluate open-source and proprietary options fairly, security and privacy assessments, capacity-building programmes, and a central open-source programme office or coordination unit responsible for governance, licensing, reuse and sustainable maintenance. The United Nations is involved in enhancing the use of emerging technologies for sustainable development. In September 2024 during the Summit of the Future, world leaders adopted the Pact for the Future and its annexes: the Global Digital Compact (GDC) and Declaration on Future Generations. The GDC4 mandates UN Regional Commissions to provide support to Member States to advance digital transformation. Most recently, the Ministry of Telecoms and Digital Economy (MoTDE) in Palestine requested UN-ESCWA’s assistance to develop the national policy for open source software. The provision of this advisory service is the subject of these terms of reference. DUTIES AND RESPONSIBILITIES The consultant shall propose to the designated ESCWA focal point a detailed version of the report outline. The proposed report should include the following sections: (1) Review best regional and international practices on Open-Source software policies, strategies and frameworks (at least 2 international and 2 regional practices); (2) Analyse the different existing policies and frameworks related to digital technologies in Palestine; (3) Review and further develop the draft National Open-Source Software Policy, including its technical annexes on Application Programming Interfaces (APIs) and Cloud Computing, ensuring consistency between the main policy and its annexes and alignment with relevant national, regional and international good practices (4) Conduct interviews with the various stakeholders and summarize their remarks and observations, including representatives of public and private sectors to better capture the needs of all segments of society; (5) Suggest a draft policy based on international and regional practices, the background doc and the conducted interviews/meetings; (6) Present the draft policy in a consultative workshop/meeting. The Regional Office for West Asia delivers advisory services and capacity building support to countries to achieve environmental and sustainable development objectives. Plastic pollution has emerged as one of the most pressing environmental challenges worldwide, posing significant risks to ecosystems, biodiversity, human health, and sustainable development. Single-use plastics (SUPs), including plastic bags, food packaging, disposable cutlery, straws, and beverage containers, represent a substantial share of plastic waste due to their short lifespan and limited recovery after use. The Kingdom of Bahrain has demonstrated a strong commitment to addressing plastic pollution through a range of regulatory and policy measures. Recent initiatives include restrictions on non-biodegradable plastic bags, limitations on small plastic beverage containers, and broader efforts to promote sustainable waste management and environmental protection. Nevertheless, SUPs continue to constitute a significant source of plastic pollution, particularly in terrestrial and marine environments. Recognizing the need to strengthen existing policy measures, the Supreme Council for Environment (SCE), in collaboration with UNEP ROWA, is undertaking a comprehensive assessment of Bahrain's policy and regulatory framework governing single-use plastics. The assessment will identify strengths, gaps, implementation challenges, and opportunities for improvement while drawing upon international good practices and lessons learned from the Gulf Cooperation Council (GCC), Arab region, and other jurisdictions. The assignment will culminate in the development of evidence-based policy recommendations and an implementation roadmap to reinforce Bahrain's transition towards a circular economy for plastics. UNEP seeks to recruit an International Expert on Plastic Pollution and Circular Economy to provide technical, analytical, drafting, and advisory provision for the assessment of Bahrain's policy and regulatory framework on single-use plastics, the review of international best practices, stakeholder consultations, and the development of evidence-based policy recommendations and an implementation roadmap, in close coordination with the SCE and under UNEP ROWA supervision. The objective of this assignment is to contribute to the work of UNEP ROWA in reviewing the current status of single-use plastics in Bahrain, assessing the effectiveness of the existing policy and regulatory framework, identifying policy and implementation gaps, benchmarking international and regional good practices, and developing a practical policy framework and implementation roadmap to reduce single-use plastics and advance Bahrain's transition towards a circular economy for plastics. The expert will provide technical, analytical, drafting, and advisory maintenance throughout the assignment. Duties and responsibilties: Under the direct supervision of the designated Programme Management Officer at UNEP ROWA, the selected consultant will carry-out, inter alia, the following duties and responsibilities for each of the four projects detailed previously: 2.a. Project Inception and Planning •Prepare an inception report outlining the proposed methodology, workplan, stakeholder engagement approach, data requirements, and timeline for the assignment. •Review all relevant background documents, policies, legislation, reports, and technical materials provided by UNEP and the SCE. •Identify additional information and data requirements necessary to successfully implement the assignment. 2.b. Review of the Policy, Legal and Institutional Framework •Review Bahrain's existing policy, legal, regulatory, and institutional framework governing single-use plastics and plastic waste management. •Assess the effectiveness of existing policy measures, including implementation arrangements, institutional coordination, enforcement mechanisms, compliance, and monitoring systems. •Identify strengths, gaps, challenges, and opportunities within the existing framework that may affect the effective prevention, reduction, and management of SUPs. 2.d. International and Regional Benchmarking •Review international and regional policies, regulatory approaches, strategies, and best practices related to the prevention and management of single-use plastics, with particular consideration of experiences from GCC countries, the Arab region, and other relevant jurisdictions. •Assess the applicability of international good practices to Bahrain, taking into account national institutional, technical, economic, and social conditions. •Identify policy approaches and implementation mechanisms that could inform Bahrain's future policy framework. 2.e. Development and Assessment of Policy Options •Assess the feasibility and potential effectiveness of different policy instruments to reduce SUP consumption and improve the environmentally sound management of plastic waste. •Evaluate options including, but not limited to: - Regulatory restrictions and bans; - Product standards and eco-design requirements; - Economic instruments, including fees and levies on selected SUP products; - Extended Producer Responsibility (EPR); - Deposit-return systems; - Public procurement measures; - Awareness and behaviour change initiatives; - Voluntary agreements with industry. •Assess how fees on selected SUP products could function both as demand-reduction measures and as financing mechanisms to strengthen recycling infrastructure and circular economy initiatives. 2.f. The content of all outputs shall remain the sole property of ESCWA.<br> Work Location<br>Remote<br> Expected duration<br>6 months<br> Duties and Responsibilities<br>Background The Economic and Social Commission for Western Asia (ESCWA) launched the Advancing Digital Cooperation and Development – Arab States Action Programme (ADCD-ASAP) in 2020 to support Arab countries in harnessing digital technologies for sustainable development and accelerating the implementation of the 2030 Agenda for Sustainable Development. The programme aims, among others, to strengthen regional and national digital policy frameworks, promote digital cooperation, and support evidence-based digital development strategies across the Arab region. Within this framework, and under the auspices of the Arab Telecom and Information Technology Council of Ministers (ATICM), and its resolution in December 2020, ESCWA and the League of Arab States (LAS) jointly established a joint project to Develop, Deploy and Constantly Upgrade the Arab ICT Strategy for the region, in the form of an Arab Digital Agenda as strategic living instrument for 10 years. The ADA is not an outcome, it is a journey of constant growth that is meant to cope with any future developments in the technology and related policies; to induce action at different fronts in all facets of technology, through it mechanism and through partnerships with UN bodies and Arab bodies; and to advance progress at member states level that can be measured and monitored. Accordingly, ESCWA and LAS worked with Member States, to co-develop, the Arab Digital Agenda/ICT Strategy (ADA 1.0 / ADAICTS), which serves as a regional strategic vision, compass and action-framework guiding Arab digital development efforts and supporting national digital development agendas, in all digital development areas. The process of co-developing by ESCWA and Member States of the first edition of the ADA took place during 2021-2022, through successive iterations and engagements, with Member States (through the ADA’s Core Research and Technical Cooperation Mechanism (CRTCM), the ADA’s Joint Technical Committee (JTC), the LAS Arab Working Group on Arab ICT Strategy, the LAS Arab Permanent Committee on ICTs, the LAS Arab Executive Bureau all the way up to the Council of Minsters; leading to the adoption of the final version of the 1st edition of the Arab Digital Agenda 2023-2033, by the ATICM on 23 January 2023 and by Arab ECOSOC in 9 February 2023, and by heads of States in 19 May 2023; with the promise of supporting its deployment and the expectation of constant update of the agenda and constant monitoring of member states progress in achieving its goals and targets using the agreed-upon instruments. The first milestone for all of the above will be towards the end of 2027. Overall Timeframes, Milestone and Nature of ADA 2.0 Building on the above, and under the umbrella of the ATICM, ESCWA and LAS are launching the process of co-developing with Member States the Second Edition of the Arab Digital Agenda (ADA 2.0); which is planned to be co-produced during the period of 2026-2027, with a target goal of adopting the second edition of the Arab Digital Agenda in its final form during the ATICM meeting of December 2027/January 2028. Accordingly, and based on the established work modalities, the first version of ADA 2.0 will need to be presented to the ATICM meeting scheduled for December 2026/January 2027. Towards this end, ESCWA is managing, during the second half of 2026, the first phase of ADA 2.0 sub-project to prepare for submitting the first version of the ADA2.0 to the respective LAS Arab Working Group on Arab ICT Strategy that is scheduled to be convened during November/December 2026, and subsequently to the LAS Arab Permanent Committee on ICTs, the LAS Arab Executive Bureau all the way up to the Council of Ministers during December 2026/January 2027. The envisaged ADA2.0 - as a comprehensive regional strategic framework and policy blueprint for digital development in the Arab region over the coming decade, aligned with international and regional digital cooperation priorities - is scheduled for the end of 2027 is planned to have two perspectives: 1-First, looking backward As part of its monitoring role, ADA2.0 will result a report on the progress of member countries in achieving the goals and targets of the ADA during the period between December 2022 and December 2027, namely the “Provisional Progress Report”,, marking the progress in the elapsing five years on the basic scope of ADA1.0, and will be finalized by the end of December 2027. As such, the work during 2026 along this perspective is specifically planned to result in a provisional version of this progress report (in four years only). During 2027, it will be updated in terms of value to reflect the five years; and more importantly, it will also be radically expanded in terms of scope during 2027, as per the second perspective below, producing the first baseline for the expanded scope. Hence, work on this perspective during the second half of 2026 is expected to produce around one third of the final report planned for end of 2027. The rest will be during 2027 benefiting from feedback from the Ministerial Council meeting of December 2026/January 2027. The work on this perspective will be supported by the ongoing third round of the National Digital Development Reviews (NDDRs 3.0), which will be reflected in the the Arab Digital Development Report (ADDR 3.0) that will accompany the ADA2.0 as it accompaniment flagship by the end of 2027. 2-Second, looking forward As part of its future orientation, strategizing and constant update role, ADA2.0 will: a. adapt to be in synch with the latest global mandates inscribed in the latest UNGA Resolution 80/173 of December 2025, and the preceding Global Digital Compact 2024. b. introduce an updated architecture for the basic scope of ADA 1.0 - defined by the 85 Goals, the 69 Targets and the 85 indicators (defined in the first edition of the ADA) c. expand the scope of the original ADA framework to address frontier, emerging and strategic policy areas shaping digital development globally and regionally. ADA2.0 will specifically witness an expanded scope that contains new thematic dimensions and indicators related to: • Artificial Intelligence (AI); • Emerging technologies; • Peaceful uses of outer space and geospatial technologies; • Environmental sustainability and green digital transformation; • Digital postal services and postal sector transformation. d. introduce a new architecture defining the goals and targets of the expanded scope in terms of additional Goals, Targets and indicators (in addition to the existing basic scope defined by the existing five-cluster ESCWA conceptual framework for digital development, which stands as the DNA of the whole process). These updates and expansions are based on the updated Guiding Manuals (GM 2.5)/(GM 3.0), as the common methodological framework underpinning the NDDRs, ADDR and ADA processes; and the Digital Development- Measurement and Monitoring Model (DD-MMM 1.5)/(DD-MMM 2.0), as the common framework for measurement, monitoring and assessment of digital development progress. The associated ESCWA newly produced addendums, developed by ESCWA in consultation with member countries and regional stakeholders during 2025-2026, are currently guiding the process of digital development reviews at national and regional levels during 2026-2027 and are considered an integral part of the envisaged ADA2.0. Hence, the work during 2026 along this perspective is specifically planned to result in a provisional version of the proposed new architecture to member countries, namely the “Provisional Proposed Architecture”, regarding the following aspects that will need to be worked on during 2027: the new architecture of the expanded scope and the newly introduced addendums, in terms of Goals, Targets and Indicators; the positioning of the new architecture of the addendums, vis-à-vis the existing architecture of the basic scope. the sustainability of the Digital Development indicators observatories at the national level. the periodicity of the next milestones for monitoring progress. advancing partnerships and alliances between ADA and the partners of various thematic subprogrammes. Hence, work on this perspective during the second half of 2026 is expected to produce around one third of the final version of ADA 2.0 planned for end of 2027. The rest will be during 2027 benefiting from feedback from the Ministerial Council meeting of December 2026/January 2027. Purpose and Objectives of this assignment In summary, the consultancy subject to this assignment aims to support ESCWA and LAS in producing the first version of ADA 2.0, within the following contexts: • The NDDRs 3.0, ADDR 3.0 and ADA 2.0 processes constitute three interlinked components of a single regional policy cycle. o NDDRs 3.0 provides the national evidence base, o ADDR 3.0 provides the regional analytical synthesis, and o ADA 2.0 translates these findings into a regional strategic framework and implementation roadmap for digital development and digital cooperation in the Arab region. • This process is further anchored in United Nations General Assembly resolution 80/173 on the WSIS+20 review, which reaffirms the role of the United Nations regional commissions as regional mechanisms for implementation and follow-up of WSIS outcomes and calls for scaling up policy guidance, technical assistance, capacity-building and partnerships in support of digital development. • ADA 2.0 constitutes the regional strategic policy framework through which Arab countries will operationalize regional commitments related to WSIS+20, the Global Digital Compact, the Pact for the Future, Arab Vision 2045 and the Arab Digital Agenda 2023–2033, while contributing to the implementation of Arab Vision 2045 through digital development, digital cooperation and digital transformation pathways. The consultant shall contribute to the development of successive iterations of version 1 of ADA 2.0, including its strategic framework, implementation approach, monitoring framework, and regional cooperation dimensions, with explicit attention to digital cooperation, digital governance, digital diplomacy, the formulation of regional positions in global digital processes, and multistakeholder engagement modalities. Duties and Responsibilities Under overall guidance and supervision of Chief of ESCWA ICT Policies Section, and Programme Lead of the ADA, and in close collaboration with the Programme Management Officer and ESCWA substantive focal point for this consultancy, the consultant will conduct the following tasks: Strategic and Substantive Work a) Review ADA 1.0, related ESCWA/LAS documentation, NDDRs 3.0 findings, ADDR 3.0 preliminary outputs, and relevant international and regional digital policy frameworks, including WSIS+20, the Global Digital Compact, the Pact for the Future, United Nations General Assembly Resolution A/RES/80/173, Arab Vision 2045 and the Arab Digital Agenda 2023–2033. b) Review the updated Guiding Manual (GM 2.5 / GM 3.0), as the common methodological framework underpinning the NDDRs, ADDR and ADA processes; and the Digital Development- Measurement and Monitoring Model (DD-MMM 1.5 / 2.0), as the common framework for measurement, monitoring and assessment of digital development progress; and the related addendums. c) Support the development of baselines, comparative analysis, and synthesis of findings emerging from NDDRs 3.0 and ADDR 3.0 during the early phases of the assignment, to inform the strategic priorities, indicators, implementation approach, and monitoring framework of ADA 2.0. d) Coordinate and undertake the substantive formulation and structuring of version 1 of ADA 2.0, including the development and refinement of its successive iterations, strategic priorities, objectives, and implementation components. e) Integrate and mainstream emerging and cross-sectoral priorities within version 1 of ADA 2.0 to ensure its relevance and responsiveness to evolving regional and global digital development trends, including those related to the addendums: • Artificial Intelligence; • Emerging technologies; • Peaceful use of outer space and geospatial technologies; • Environmental sustainability and green digital transformation; • Role of postal sector in digital development/Digital postal services. f) Ensure alignment between version 1 of ADA 2.0, NDDRs 3.0, and ADDR 3.0 findings, and the progressively evolving regional baselines, including corresponding goals, targets, indicators, and actions. g) Contribute to the refinement of strategic priorities, implementation pillars, action plans, indicators, monitoring frameworks, and regional cooperation mechanisms. h) Ensure that ADA 2.0 monitoring framework builds upon the Digital Development - Measurement and Monitoring Model (DD-MMM 2.0), including baselines values, indicators definitions, measurement approaches and reporting modalities while maintaining consistency with relevant NDDRs 3.0 and ADDR 3.0 indicators and findings. i) Review and update strategic content related to digital governance, implementation, monitoring and evaluation, financing mechanisms, institutional coordination, digital cooperation and digital diplomacy. Research j) Undertake desk research, policy analysis, benchmarking exercises, and literature reviews related to regional and international digital agendas and technology governance. k) Maintain a comprehensive bibliography and reference database. l) Coordinate closely with the ESCWA consultant and the team working on the development of the ADDR3.0 and GM3.0 to ensure alignment and consistency of findings, indicators, baselines and regional digital development narratives, as well as with designated national consultants, national focal points, LAS Arab Working Groups, and relevant regional mechanisms, including the Digital Cooperation and Development Forum (DCDF), the Arab Internet Governance Forum (Arab IGF), the Arab High-Level Forum on WSIS and the 2030 Agenda (Arab WSIS Forum), as well as relevant regional and international organizations, as needed. m) Compile and harmonize contributions received from Arab countries and participating organizations. n) Participate in and contribute substantively to technical meetings, workshops, consultations, expert group meetings, policy deliberations and multi-stakeholder engagement processes related to version 1 of ADA 2.0. o) Support regional consultations, policy dialogue processes, expert meetings and consensus-building activities related to digital development, digital cooperation and emerging digital policy issues. p) Analyze and integrate outcomes emerging from relevant regional and global digital governance, digital cooperation, and digital development processes, including their implications for ADA 2.0 priorities, regional cooperation mechanisms, and implementation pathways. q) Support joint technical coordination among ADA 2.0, ADDR 3.0 and NDDRs 3.0 workstreams to align the emerging regional baseline with ADA goals, targets, indicators and actions. The Government of Iraq has consistently affirmed that sustainable development can only be achieved if all segments of society contribute to it and benefit from its results and gains, especially the most vulnerable groups, primarily Iraqi women, who constitute half the population and play a pivotal role in building families and strengthening society. Based on this, and relying on the principle of citizenship stipulated in the 2005 Constitution of the Republic of Iraq, which guarantees equality between all Iraqi men and women without discrimination, and in accordance with Iraq Vision 2030 and the Sustainable Development Goals, the Ministry of Planning in Iraq, in cooperation with the National Department for Iraqi Women and all relevant stakeholders, is working on preparing a National Guide for mainstreaming women's needs and priorities into sectoral and local policies and strategies, with technical support from ESCWA. This guide is of great importance as it is the first national guide of its kind on mainstreaming women's needs and priorities and empowering them in policies and strategies, as well as in national institutions in Iraq, and it is relied upon to set clear mechanisms and standards for the mainstreaming process in the state's development plans, with the aim of enhancing women's economic, social, and political empowerment. It also holds special importance as it will be considered a reference document for all ministries and national institutions, providing guidance for the design and implementation of development policies, strategies, programs, and projects aimed at empowering women. Thereby, it contributes to advancing social justice by maximizing the effectiveness and impact of public spending programs. Result of Service<br>The objective of this position is to work on research areas related to the ESCWA Skills Monitor, Labor markets, and economic growth.<br> Work Location<br>UN HOUSE - UN ESCWA<br> Expected duration<br>4 Months<br> Duties and Responsibilities<br>Background: The world is currently experiencing the Fourth Industrial Revolution. With this transition, the velocity of change and the sheer number of innovations are unprecedented. This revolution will inevitably eliminate many current lines of work yet has the capacity to bring in new lines of employment. The agility of this revolution makes the jobs of the future difficult to predict using traditional techniques. Given this background, this project will tackle three main issues: o The lack of timely information to monitor the dynamism of the labor market needs; o The mismatch between human capital accumulation and labor market demand; o Labor market policies and regulations are mostly outdated and unprepared for the impact of automation on jobs in most ESCWA countries. Almost all countries in the region are still heavily reliant on costly household/establishment survey data which is not carried out periodically. To assess job market policies, skill sets for newly created job categories that are and will continue to come about from the Fourth Industrial Revolution must be surveyed in a more innovative way. Without a new monitoring technique, information on the impact of technological change on available skill sets cannot be properly assessed. One finding that we can build on conventional survey (household establishment) results is that workers with higher educational attainment are expected to benefit the most from jobs in the formal sector if high-quality education is made available and better job market matching schemes are put in place. Looking at the ESCWA region, educational attainment over the past three decades, during which the region excelled in primary and secondary education (mid-skills), suggests that the population does not necessarily have adequate skills for newly created jobs. Also, in the absence of up-to-date and active labor market policies, the mismatch between market demand (especially in the formal sector) and education is translated into higher informal sector activities in most ESCWA countries. This project is expected to provide a forum for ESCWA countries to prepare for the Fourth Industrial Revolution (FIR) while factoring in the number of jobs needed between now and the attainment of the 2030 Agenda. The key aim is to support ESCWA States for the upcoming change in jobs TOR: and skills due to technological advancements taking place while considering the national characteristics. Ultimately, we will help member states harness job opportunities emerging from the advent of newer technologies, while taming challenges to attain outcomes stated in SDG- 8---support member states sustain economic growth (8.1), reach high levels of economic productivity (8.2), promote productive activities (8.3), attain full productive employment and decent work for all (8.5) and reduce the number of youth not in employment, education or training (8.6). Under the supervision of the Team Leader of Future of Work Project and the overall guidance of the cluster lead, the Individual contractor will assist in assessing the Future of Work. The Individual contractor will particularly help in country requests for features and analysis of data collected by the Skills Monitor, assess the job mismatch. Duties and Responsibilities: The Individual Contractor will mainly contribute to the following areas: 1. Substantive research in areas related to the 'Future of Work' Project. This includes reviewing existing literature as a background analysis. 2. Update Economic analysis on the skills Monitor results on a monthly basis, including analysis of the results. 3. Conduct data analysis using (i) data from the ESCWA Skills Monitor and (ii) data from different government hubs, including unemployment countries around the region (Country Profiles). 4. Provide Economic analysis for countries' technical assistance. 5. Conduct Skills Gap assessments. 6. Assist in technical assistance to Arab countries including in developing concept notes, training material, and country tailored policy research.<br> Qualifications/special skills<br>A bachelor’s degree in economics, social science, statistics, or a related area is required. A master’s degree is desirable. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. At least 4 years of experience in economics, social science, statistics, or a related area is required. Knowledge in Machine learning, experience in household surveys, firm level survey, and Big Data analysis is desirable. Proven experience in economic data analysis, presentation, drafting and visualization is desirable.<br> Languages<br>English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this position, fluency in English and Arabic is required; Knowledge of French is desirable. Note: "Fluency" equals a rating of 'fluent' in all four areas (speak, read, write, and understand) and "Knowledge of" equals a rating of 'confident' in two of the four areas.<br> Additional Information<br>Recruitment for this position is on a local basis.
