Ensure clear control mechanism are in place to adhere to the risk management plan; support the project in the establishment of the SoPs and bring an external eye review.</li><li>Act as a focal point for the Cash and Livelihood portfolio for any external/internal audit mission by leading audit prep spot-checks and ensure projects operate in line with the established control mechanisms and SOPs,</li><li>Ensure all projects are closed out in line with WV global standards. Obtain all necessary sign off before project closure;</li><li>Ensure that all stock (commodities, cards, pins, in kind commodities) are managed and stored in line with global standards and donor regulations.</li><li>Review supporting documents provided by local partners as a means of verification for service delivery or payment issuance;</li></ul><ul><li>Compile and analyze cash, commodities food and livelihood project information (including ATM usage reports, bank statements, warehouse reports, distribution records, student attendance records, cash for work beneficiary count, HH payment list…) in order to complete a full programmatic reconciliation on a monthly basis;</li><li>Monitor the the physical inventory exercise that is being conducted by the compliance and reporting officer for all stock under the portfolio on a monthly basis. Ensure the stock, loss claim and asset registers are updated; Act as a focal point for any inquiry related to the stock management.</li><li>Liaise with internal and external stakeholders in order to obtain timely and accurate supporting documents which will enable reconciliation and reporting.</li><li>Lead on the DMT reporting and act as the accountable person and main focal point in the Portfolio in terms of DMT reporting: (i) Establish a mechanism which will enable rapid and accurate authentication preparation of monthly, quarterly and yearly internal and external reports. (ii) Liaise with other departments (Finance, RAM, M&E, Technical Specialist) in order to obtain their inputs on the reports, (iii) Ensure Reports are compliant with the approved templates and linked to all supporting documents and audit ready. (iv) Ensure that all reports are uploaded on Disaster Grant database, (v) Regular coordination with DMT Reporting and Information Management Unit for any updates related to reporting requirements</li><li>Establish a mechanism, which will enable rapid and accurate authentication preparation of monthly, quarterly and yearly internal and external reports.</li><li>Compile reports/information/data from project coordinators and conduct review and deduplication and provide accurate data to feed in the different internal and external reporting templates.</li></ul><ul><li>Establish a clear, chronological and secure hard and soft copy record filing system across the portfolio. Ensure compliance with the filing system across all projects within the portfolio;</li><li>Liaise with other project coordinators within the Cash and Livelihood Portfolio and other Portfolios in WV Lebanon in order to create synergies and standard systems across the portfolio project by sharing lessons learned, experiences, observations and challenges.</li><li>Provide leadership to the team by mentoring, coaching, and provision of in-house or external training staff to ensure efficiency and high-quality deliverables.</li><li>Establish and maintain a clear communication system with staff which allows for regular: a) progress tracking; b) task assignment; c) problem solving; d) on-the-job capacity building;</li></ul><ul><li>Provide capacity building to all portfolio staff to ensure:</li><li>Heightened awareness of all cash, commodities and food global standards;</li><li>Auditing process and regulations;</li><li>Reporting and recording standards;</li></ul><ul><li>Attend trainings locally and internationally.</li><li>Attend and participate in WVL’s spiritual nurture and other organizational events.</li><li>Responsible of own security and actively contribute to a positive security culture.</li><li>Abide by the security policies and procedures and report any incidents or breaches to line manager and / or security manager.</li><li>Perform other duties as assigned by the Line Manager.</li></ul><p><b>Minimum Requirements:</b></p><br><ul><li>Bachelor’s degree in Business Administration, Data Management or any related field.</li><li>2-4 experience in similar position<br>Experience in auditing cash, commodity and food grants;</li><li>Ability to write reports in a very good level of English and Arabic.</li><li>The position is 95% office based and 5% field based. Key Responsibilities A.<br> Governance and Strategic Coordination Support the Core Group in developing and implementing the NRG annual action plan, including clear priorities, outputs, timelines, responsibilities, and indicators.<br> Coordinate implementation of Core Group decisions and follow up on agreed action points in a timely manner.<br> Prepare and circulate regular progress updates for the Core Group and Plenary.<br> Support the annual review and rollout of the NRG Terms of Reference and any governance documents.<br> Ensure that the roles of the Plenary, Core Group, Coordinator, and Host Organisation remain clear, active, and respected.<br> Support the facilitation of the Core Group elections, membership selection processes, Expressions of Interest, and other governance procedures as required.<br> Maintain a clear record of minutes of meetings, decisions, approvals, and follow-up actions.<br> B. Communication and Knowledge Management Maintain up-to-date membership and stakeholder contact lists.<br> Manage shared digital folders and ensure that documents are organised and accessible.<br> Prepare short updates, newsletters, and member communications as needed.<br> Coordinate the production and dissemination of NRG knowledge products.<br> Support the NRG’s public visibility in line with Core Group guidance.<br> Ensure that sensitive information is handled confidentially and shared only with authorised parties.<br> 4. Reporting and Working Relationships The Coordinator reports functionally to the NRG Core Group and receives day-to-day administrative supervision from the Host Organisation.<br> The Coordinator works closely with the Core Group members, Plenary members, the Grand Bargain Secretariat, donors, UN agencies, INGOs, public institutions, local authorities, and other relevant partners.<br> The Core Group sets the strategic direction and approves the annual action plan.<br> The Host Organisation manages funds and administrative processes but does not direct NRG policy positions or Core Group decisions.<br> 6. Required Qualifications and Experience University degree in humanitarian affairs, development studies, public policy, international relations, political science, social sciences, management, or another relevant field.<br> At least five years of relevant professional experience in humanitarian, development, civil society, localisation, policy, advocacy, or NGO coordination.<br> Demonstrated experience coordinating multi-stakeholder platforms, networks, coalitions, working groups, or similar structures.<br> Good understanding of the humanitarian and development context in Lebanon.<br> Knowledge of localisation, the Grand Bargain, humanitarian coordination, local leadership, quality funding, and accountability to affected people.<br> Experience preparing policy briefs, advocacy messages, reports, presentations, and meeting materials.<br> Experience engaging with local NGOs, INGOs, UN agencies, donors, and government institutions.<br> Experience in project planning, monitoring, reporting, and basic budget follow-up.<br> Fluency in written and spoken Arabic and English.<br> French is an asset.<br> Strong command of Microsoft Office and common digital collaboration tools.<br> 7. <p>OBJECTIVES</p><p><br></p><p>The overall objective of the consultancy is to strengthen Aabbassiyeh’s solid waste management system by developing an efficient work plan for the SWM sector, restoring and enhancing the operational capacity of the sorting facility, and strengthening institutional and technical capacities to improve waste collection, sorting, and recycling practices.</p><p><br></p><p>The consultancy aims to support the transformation of the sorting facility into an efficient, well-managed hub for recycling and waste diversion while reducing the environmental and public health risks associated with improper waste disposal.</p><p><br></p><p>A Consultant/Specialist will be hired to assess the sorting facility’s operations; identify the medium- and long-term equipment needs required to improve its performance; develop a comprehensive SWM plan for the municipality; redesign operational and administrative systems; and strengthen the capacity of municipal staff and facility workers through targeted training and practical operational tools.</p><p><br></p><p>The specific objectives are to:</p><p><br></p><p>Conduct a technical and operational assessment of the sorting facility and recommend priority upgrades for the short, medium, and long term.</p><p>Identify the medium- and long-term equipment needs required to restore and optimize functionality.</p><p>Conduct a comprehensive feasibility study and cost-benefit analysis to evaluate the efficiency and financial viability of the sorting facility and provide evidence-based recommendations for resource allocation.</p><p>Develop standard operating procedures (SOPs) to ensure effective and transparent facility management.</p><p>Strengthen institutional capacity by delivering capacity-building training and providing recommendations for workforce training and skills development.</p><p>SCOPE OF WORK</p><p><br></p><p>The Consultant will conduct a comprehensive technical assessment and provide tailored support to Aabbassiyeh Municipality in close coordination with the UNDP South team. The scope of work includes, but is not limited to, the following:</p><p><br></p><p>Engage in comprehensive stakeholder consultations and conduct a thorough field assessment to obtain a clear understanding of the current operations of the Aabbassiyeh Sorting Facility.</p><p><br></p><p>This will involve meetings with municipal representatives, including members of the municipal environmental committee, facility staff, local environmental NGOs, relevant ministries, the Union of Municipalities, private waste collectors, and any other stakeholders involved in waste management in Aabbassiyeh.</p><p><br></p><p>The aim of these consultations is to assess current municipal capacity and operations, the current state of the existing facility in Aabbassiyeh, and potential medium- and long-term strategies to enhance solid waste management and recycling practices within the municipality.</p><p><br></p><p>Conduct a comprehensive feasibility study, Cost-Benefit Analysis (CBA), SWM plan, and data analysis to evaluate the efficiency and performance of the Aabbassiyeh Sorting Facility.</p><p><br></p><p>The study will analyze waste quantities, characterization, and values using data collected from truck weigh scales and other operational records; identify existing gaps and bottlenecks; and provide evidence-based recommendations for the optimal allocation of resources and equipment.</p><p><br></p><p>The study will also include a calculation note on waste tonnage and volume distribution per waste stream, detailing the proportions of recyclables, organic waste, and rejects. In addition, the Consultant will assess the planned composting facility to be established in Aabbassiyeh, including its location, design, operational feasibility, and integration within the overall solid waste management system.</p><p><br></p><p>A detailed cost-benefit analysis shall be provided reflecting the overall economic viability and long-term value. This analysis must quantify both the total expected costs—capital, operational, and maintenance—and the monetized benefits, such as efficiency gains, risk reduction, and revenue generation, over the defined project lifecycle.</p><p><br></p><p>The study should also include key financial metrics, such as Net Present Value (NPV) and the Benefit-Cost Ratio (BCR), enabling a comparison between the required investment and the total return, reflecting the highest value for money and meeting the strategic objectives.</p><p><br></p><p>The proposed SWM plan should outline a phased approach for improving facility performance and waste-processing efficiency:</p><p><br></p><p>• Phase 1 – Short Term: Focus on increasing sorting at source to achieve a minimum target of 30% sorting efficiency. This shall include, but not be limited to, enhancing public participation, improving the delivery of recyclables to collection points, and implementing targeted capacity-building activities for municipal staff and workers.</p><p><br></p><p>This phase will also prioritize stakeholder consultations and field assessments, including an assessment of current municipal waste collection routes, schedules, and truck capacities to optimize waste delivery to the facility; preparation of a list of the equipment required to enhance the sorting initiative and municipal capacity; and the design of an updated operational workflow to improve current facility performance.</p><p><br></p><p>Activities under this phase will lay the groundwork for immediate improvements, promote source separation, and strengthen the municipality’s capacity to manage and monitor solid waste operations effectively.</p><p><br></p><p>The Consultant shall provide guidance related to EIA compliance for the municipality, including the preparation of a list of the documents, forms, and procedural steps required under the Ministry of Environment’s EIA framework.</p><p><br></p><p>• Phase 2 – Medium Term: Aim to achieve a minimum of 70% sorting efficiency through the validation and integration of additional equipment, process optimization, and continued training to strengthen operational capacity.</p><p><br></p><p>This phase should include recommendations on the most appropriate composting method for Aabbassiyeh, supported by technical, environmental, and financial justification and taking into consideration the technologies recommended by the Ministry of Environment.</p><p><br></p><p>The recommendation should also be based on an assessment of the operational feasibility, space requirements, infrastructure needs, and expected compost-output quality of the selected method. The recommendations should be aligned and discussed with the UNDP composting project in Aabbassiyeh.</p><p><br></p><p>• Phase 3 – Long Term: Target up to 90% sorting efficiency, ensuring that the facility becomes capable of processing all waste streams and transitioning effectively to the composting phase.</p><p><strong>Desired Candidate Profile</strong></p><p>PROPOSED METHODOLOGY</p><p><br></p><p>The Consultant shall submit a proposed methodology, work plan, and timetable that take into account all the above factors. The Consultant shall identify all methods and tools to be used, taking into consideration the specific characteristics of the targeted community and the available resources.</p><p><br></p><p>REPORTING</p><p><br></p><p>The Consultant shall submit all assessments and progress reports, including the following annexes:</p><p><br></p><p>The consultant shall make sure to send all Assessments and Progress Reports including the following</p><p>annexes: 1) assessment reports, 2) feasibility study 3) Operational Workflow 4) Administrative</p><p>Structure 5) schedule of trainings, 6) trainings materials, 7) Photos/Screenshots, 8) attendance sheets,</p><p>9) training evaluation sheets 10) Progress report.</p><p><br></p><p>WORK PLAN</p><p><br></p><p>A preliminary proposed project work plan is required as part of the proposal, covering all activities described in Section 3. A Gantt chart showing a detailed list of tasks, the duration and schedule of each task, and the selected resources for each task shall be included in the bid.</p><p><br></p><p>Upon contract award, UNDP shall be provided with a revised project work plan within two weeks of the contract signature. Result of Service<br>The consultant is expected to draft a paper that develops a framework outlining the key determinants for advancing care reforms and systems.<br> Work Location<br>Remote<br> Expected duration<br>3 months<br> Duties and Responsibilities<br>Background Around the world, societies and economies are undergoing socio-demographic changes such as ageing populations, low fertility rates, urbanization, increased migration, widespread crises and conflicts, and climate change, which have all intensified the demand for care. However, while gaining global importance, care work still remains invisible and undervalued, often relegated to informal and unpaid labour, disproportionately borne by women, thus hindering their empowerment. Although this trend is observed globally, it is particularly acute in the Arab region where women undertake 80 to 90 per cent of all unpaid care work and spend 4.7 times more time than men on these responsibilities, exceeding the global average of 3.62 . Unpaid care work hinders women’s visibility and participation in public economic and political spheres as well as in decision-making processes in the Arab region. The disproportionate unpaid care work undertaken by women limits their economic engagement and opportunities, as it makes it challenging for them to balance work and family responsibilities. Additionally, women often face gender stereotypes, limited professional development opportunities, and an institutional culture that marginalizes their contributions. Women’s economic and political participation in the region remain low compared to global averages. In 2025, women’s labour force participation was only 19 per cent, less than half the global average of 49 per cent, making it the lowest rate worldwide . Women’s political representation shows a similarly stark gap. In December 2025, women held only 27 per cent of national parliamentary seats globally, with an even lower share in the Middle East and North Africa at around 16 per cent, the lowest in the world . However, there has been growing regional momentum realizing gains in the care economy with many countries in the Arab region offering instructive examples of care reforms. Nevertheless, these reforms are often sector-specific, focusing on one policy area such as labour without approaching care in a holistic manner interconnected across different sectors and policy areas. Within this context, understanding the political economy which examines how social, economic, and political factors shape care policies and systems becomes a pressing priority. Building on these reform efforts in the Arab region and looking at breakthroughs in care policymaking globally, including Latin America which has been particularly active in advancing comprehensive care systems, it is increasingly important to understand how care, often framed solely as a gender equality issue, intersects with other major development issues and policy domains. This highlights the regional need for policies that recognize care as a central element of sustainable economies and redistribute it among different stakeholders including the state. Ongoing inter-regional collaboration between UN regional commissions, namely ESCWA and the United Nations Economic Commission for Latin America and the Caribbean (ECLAC) including through a project on advancing care policies for transformative recovery in Latin America and the Caribbean, Asia-Pacific and the Arab states, seeks to draw lessons from Latin American countries’ experiences in advancing comprehensive care systems. Given the inherent political nature of care policymaking, it is essential to understand what prompts political actors to prioritize care. A key driver is awareness around the critical role care plays in society and its far-reaching implications for economic and social well-being. When care is made visible as a cross-cutting issue that affects economic growth, labour force participation, health outcomes, social cohesion, and gender equality, it is more likely to gain traction in political discourse and influence the selection of policy instruments, thereby driving change in laws, budgets, and institutional support for care systems. Objective and methodology ESCWA seeks to hire a consultant to assist in drafting a paper, in collaboration with ECLAC, that thoroughly examines the factors and determinants behind care reforms, investigating the political economy of care in the Arab region and relating it to Latin America’s experience. The paper will draw on experiences from both Latin American and Arab countries to demonstrate the importance of moving beyond fragmented care reform policies towards comprehensive care systems. It will build on the recommendations provided by experts during ESCWA’s Expert Group Meeting on the Political Economy of Care Policies: Determinants for Reform in the Arab Region organized in July 2026. The Environment Quality Authority (EQA) in Palestine requested the technical assistance of ESCWA to develop their digital transformation strategy. The objective of this consultancy is to provide an advisory service to assist ESCWA team in suggesting the digital strategy to the Authority. DUTIES AND RESPONSIBILITIES The consultant shall propose to the designated ESCWA focal point a detailed version of the digital transformation strategy. To produce the draft strategy, the consultant is requested to conduct, among others, the main following tasks: 1. Review the national digital documents and the existing policies and strategies in Palestine related to digital transformation, innovation, digital technologies, and other related national development plans; 2. Review best regional and international best practices related to Digital Transformation Strategies and policies (at least 2 selected regional and 2 international cases); 3. Identify main national stakeholders, hold, in coordination with EQA, interviews and meetings with the main national stakeholders and realising minutes of each meeting/interview summarizing the discussed points, their remarks, observations and proposals; 4. Contribute to sectoral workshops to discuss needs and priorities, if needed; 5. Assessment of EQA available capabilities, including current IT infrastructure, equipment, services and platforms; 6. Hold meetings with EQA departments to better understand EQA current digital status. This may include existing work procedures, process workflows, forms and interconnections between procedures, key business processes across departments and EQA offices in governorates and the HQ in Ramallah, Data centre project, EQA website, the need for AI systems if any. 7. GENERAL SCOPE Open-source software policies provide a strategic framework governing how public institutions assess, procure, use, develop, reuse and share software whose source code can be inspected, modified and redistributed under an appropriate open licence. Their importance for sustainable development extends well beyond the possibility of avoiding licence fees. When properly implemented, such policies can reduce the duplication of public investments, facilitate interoperability among government systems, increase transparency and auditability, enable solutions to be adapted to local languages and needs, and reduce excessive dependence on individual technology suppliers. They can also allow governments, universities, local companies and civil society organizations to collaborate on shared digital solutions, thereby strengthening national technological capabilities, creating opportunities for small and medium-sized enterprises and supporting local digital employment. Open-source software solutions are particularly relevant to lower- and middle-income and crisis-affected countries because they can be reused and adapted rather than developed repeatedly from the beginning. The United Nations recognizes open-source software as an important category of digital public goods and calls for greater investment in such goods to advance the Sustainable Development Goals1. In this sense, open-source policies can contribute directly to SDG 9 on innovation and resilient infrastructure, SDG 16 on effective, accountable and inclusive institutions, and SDG 17 on partnerships, while also supporting digital services in health, education, social protection, agriculture and local government. Nevertheless, open-source adoption should not be treated as an automatic or purely cost-saving choice. Effective policies should address total cost of ownership, cybersecurity, software maintenance, licensing compliance, accessibility, data protection, documentation, technical support and long-term community governance. Several governments have institutionalized these principles. The European Commission’s Open Source Software Strategy promotes a “Think Open” approach through which European institutions are encouraged to use, share and contribute to open-source solutions, increase software reuse and strengthen technological control and collaboration across administrations. France has established a dedicated government open-source function, the code.gouv.fr platform and the Socle Interministériel de Logiciels Libres, a reference catalogue of open-source software recommended for use across the public administration. Within the Arab region, Saudi Arabia’s Digital Government Authority published a Free and Open-Source Government Software Strategy and an implementation guideline aimed at improving technology leadership, increasing efficiency in government IT spending, encouraging software and source-code reuse, and supporting the growth of the national digital economy. Egypt has also, since several years, adopted a national strategy supporting free and open-source software, while the Software Engineering Competence Center under the Information Technology Industry Development Agency serves as the government’s focal point for this field. For Palestine, an open-source software policy could become an important instrument for building affordable, resilient and nationally sustainable digital government. In a context of severe fiscal constraints and service-delivery arrangements, the systematic reuse of secure and proven software components could help reduce repeated development and licensing expenditure, while improving interoperability among ministries, municipalities and public institutions. Furthermore, requiring donor-funded digital projects to use open standards, provide adequate documentation and consider publication under suitable open-source licences could improve national ownership and prevent isolated systems from being abandoned after project financing ends. These benefits would require a phased implementation model based on an inventory of existing systems, open and interoperable technical standards, procurement rules that evaluate open-source and proprietary options fairly, security and privacy assessments, capacity-building programmes, and a central open-source programme office or coordination unit responsible for governance, licensing, reuse and sustainable maintenance. The United Nations is involved in enhancing the use of emerging technologies for sustainable development. In September 2024 during the Summit of the Future, world leaders adopted the Pact for the Future and its annexes: the Global Digital Compact (GDC) and Declaration on Future Generations. The GDC4 mandates UN Regional Commissions to provide support to Member States to advance digital transformation. Most recently, the Ministry of Telecoms and Digital Economy (MoTDE) in Palestine requested UN-ESCWA’s assistance to develop the national policy for open source software. The provision of this advisory service is the subject of these terms of reference. DUTIES AND RESPONSIBILITIES The consultant shall propose to the designated ESCWA focal point a detailed version of the report outline. The proposed report should include the following sections: (1) Review best regional and international practices on Open-Source software policies, strategies and frameworks (at least 2 international and 2 regional practices); (2) Analyse the different existing policies and frameworks related to digital technologies in Palestine; (3) Review and further develop the draft National Open-Source Software Policy, including its technical annexes on Application Programming Interfaces (APIs) and Cloud Computing, ensuring consistency between the main policy and its annexes and alignment with relevant national, regional and international good practices (4) Conduct interviews with the various stakeholders and summarize their remarks and observations, including representatives of public and private sectors to better capture the needs of all segments of society; (5) Suggest a draft policy based on international and regional practices, the background doc and the conducted interviews/meetings; (6) Present the draft policy in a consultative workshop/meeting. (7) Update the policy based on received comments from ESCWA, MoTDE and other stakeholders participating in the workshop.
