<p>OBJECTIVES</p><p><br></p><p>The overall objective of the consultancy is to strengthen Aabbassiyeh’s solid waste management system by developing an efficient work plan for the SWM sector, restoring and enhancing the operational capacity of the sorting facility, and strengthening institutional and technical capacities to improve waste collection, sorting, and recycling practices.</p><p><br></p><p>The consultancy aims to support the transformation of the sorting facility into an efficient, well-managed hub for recycling and waste diversion while reducing the environmental and public health risks associated with improper waste disposal.</p><p><br></p><p>A Consultant/Specialist will be hired to assess the sorting facility’s operations; identify the medium- and long-term equipment needs required to improve its performance; develop a comprehensive SWM plan for the municipality; redesign operational and administrative systems; and strengthen the capacity of municipal staff and facility workers through targeted training and practical operational tools.</p><p><br></p><p>The specific objectives are to:</p><p><br></p><p>Conduct a technical and operational assessment of the sorting facility and recommend priority upgrades for the short, medium, and long term.</p><p>Identify the medium- and long-term equipment needs required to restore and optimize functionality.</p><p>Conduct a comprehensive feasibility study and cost-benefit analysis to evaluate the efficiency and financial viability of the sorting facility and provide evidence-based recommendations for resource allocation.</p><p>Develop standard operating procedures (SOPs) to ensure effective and transparent facility management.</p><p>Strengthen institutional capacity by delivering capacity-building training and providing recommendations for workforce training and skills development.</p><p>SCOPE OF WORK</p><p><br></p><p>The Consultant will conduct a comprehensive technical assessment and provide tailored support to Aabbassiyeh Municipality in close coordination with the UNDP South team. The scope of work includes, but is not limited to, the following:</p><p><br></p><p>Engage in comprehensive stakeholder consultations and conduct a thorough field assessment to obtain a clear understanding of the current operations of the Aabbassiyeh Sorting Facility.</p><p><br></p><p>This will involve meetings with municipal representatives, including members of the municipal environmental committee, facility staff, local environmental NGOs, relevant ministries, the Union of Municipalities, private waste collectors, and any other stakeholders involved in waste management in Aabbassiyeh.</p><p><br></p><p>The aim of these consultations is to assess current municipal capacity and operations, the current state of the existing facility in Aabbassiyeh, and potential medium- and long-term strategies to enhance solid waste management and recycling practices within the municipality.</p><p><br></p><p>Conduct a comprehensive feasibility study, Cost-Benefit Analysis (CBA), SWM plan, and data analysis to evaluate the efficiency and performance of the Aabbassiyeh Sorting Facility.</p><p><br></p><p>The study will analyze waste quantities, characterization, and values using data collected from truck weigh scales and other operational records; identify existing gaps and bottlenecks; and provide evidence-based recommendations for the optimal allocation of resources and equipment.</p><p><br></p><p>The study will also include a calculation note on waste tonnage and volume distribution per waste stream, detailing the proportions of recyclables, organic waste, and rejects. In addition, the Consultant will assess the planned composting facility to be established in Aabbassiyeh, including its location, design, operational feasibility, and integration within the overall solid waste management system.</p><p><br></p><p>A detailed cost-benefit analysis shall be provided reflecting the overall economic viability and long-term value. This analysis must quantify both the total expected costs—capital, operational, and maintenance—and the monetized benefits, such as efficiency gains, risk reduction, and revenue generation, over the defined project lifecycle.</p><p><br></p><p>The study should also include key financial metrics, such as Net Present Value (NPV) and the Benefit-Cost Ratio (BCR), enabling a comparison between the required investment and the total return, reflecting the highest value for money and meeting the strategic objectives.</p><p><br></p><p>The proposed SWM plan should outline a phased approach for improving facility performance and waste-processing efficiency:</p><p><br></p><p>• Phase 1 – Short Term: Focus on increasing sorting at source to achieve a minimum target of 30% sorting efficiency. This shall include, but not be limited to, enhancing public participation, improving the delivery of recyclables to collection points, and implementing targeted capacity-building activities for municipal staff and workers.</p><p><br></p><p>This phase will also prioritize stakeholder consultations and field assessments, including an assessment of current municipal waste collection routes, schedules, and truck capacities to optimize waste delivery to the facility; preparation of a list of the equipment required to enhance the sorting initiative and municipal capacity; and the design of an updated operational workflow to improve current facility performance.</p><p><br></p><p>Activities under this phase will lay the groundwork for immediate improvements, promote source separation, and strengthen the municipality’s capacity to manage and monitor solid waste operations effectively.</p><p><br></p><p>The Consultant shall provide guidance related to EIA compliance for the municipality, including the preparation of a list of the documents, forms, and procedural steps required under the Ministry of Environment’s EIA framework.</p><p><br></p><p>• Phase 2 – Medium Term: Aim to achieve a minimum of 70% sorting efficiency through the validation and integration of additional equipment, process optimization, and continued training to strengthen operational capacity.</p><p><br></p><p>This phase should include recommendations on the most appropriate composting method for Aabbassiyeh, supported by technical, environmental, and financial justification and taking into consideration the technologies recommended by the Ministry of Environment.</p><p><br></p><p>The recommendation should also be based on an assessment of the operational feasibility, space requirements, infrastructure needs, and expected compost-output quality of the selected method. The recommendations should be aligned and discussed with the UNDP composting project in Aabbassiyeh.</p><p><br></p><p>• Phase 3 – Long Term: Target up to 90% sorting efficiency, ensuring that the facility becomes capable of processing all waste streams and transitioning effectively to the composting phase.</p><p><strong>Desired Candidate Profile</strong></p><p>PROPOSED METHODOLOGY</p><p><br></p><p>The Consultant shall submit a proposed methodology, work plan, and timetable that take into account all the above factors. However, while gaining global importance, care work still remains invisible and undervalued, often relegated to informal and unpaid labour, disproportionately borne by women, thus hindering their empowerment. Although this trend is observed globally, it is particularly acute in the Arab region where women undertake 80 to 90 per cent of all unpaid care work and spend 4.7 times more time than men on these responsibilities, exceeding the global average of 3.62 . Unpaid care work hinders women’s visibility and participation in public economic and political spheres as well as in decision-making processes in the Arab region. The disproportionate unpaid care work undertaken by women limits their economic engagement and opportunities, as it makes it challenging for them to balance work and family responsibilities. Additionally, women often face gender stereotypes, limited professional development opportunities, and an institutional culture that marginalizes their contributions. Women’s economic and political participation in the region remain low compared to global averages. In 2025, women’s labour force participation was only 19 per cent, less than half the global average of 49 per cent, making it the lowest rate worldwide . Women’s political representation shows a similarly stark gap. In December 2025, women held only 27 per cent of national parliamentary seats globally, with an even lower share in the Middle East and North Africa at around 16 per cent, the lowest in the world . However, there has been growing regional momentum realizing gains in the care economy with many countries in the Arab region offering instructive examples of care reforms. Nevertheless, these reforms are often sector-specific, focusing on one policy area such as labour without approaching care in a holistic manner interconnected across different sectors and policy areas. Within this context, understanding the political economy which examines how social, economic, and political factors shape care policies and systems becomes a pressing priority. Building on these reform efforts in the Arab region and looking at breakthroughs in care policymaking globally, including Latin America which has been particularly active in advancing comprehensive care systems, it is increasingly important to understand how care, often framed solely as a gender equality issue, intersects with other major development issues and policy domains. This highlights the regional need for policies that recognize care as a central element of sustainable economies and redistribute it among different stakeholders including the state. Ongoing inter-regional collaboration between UN regional commissions, namely ESCWA and the United Nations Economic Commission for Latin America and the Caribbean (ECLAC) including through a project on advancing care policies for transformative recovery in Latin America and the Caribbean, Asia-Pacific and the Arab states, seeks to draw lessons from Latin American countries’ experiences in advancing comprehensive care systems. Given the inherent political nature of care policymaking, it is essential to understand what prompts political actors to prioritize care. A key driver is awareness around the critical role care plays in society and its far-reaching implications for economic and social well-being. When care is made visible as a cross-cutting issue that affects economic growth, labour force participation, health outcomes, social cohesion, and gender equality, it is more likely to gain traction in political discourse and influence the selection of policy instruments, thereby driving change in laws, budgets, and institutional support for care systems. Objective and methodology ESCWA seeks to hire a consultant to assist in drafting a paper, in collaboration with ECLAC, that thoroughly examines the factors and determinants behind care reforms, investigating the political economy of care in the Arab region and relating it to Latin America’s experience. The paper will draw on experiences from both Latin American and Arab countries to demonstrate the importance of moving beyond fragmented care reform policies towards comprehensive care systems. It will build on the recommendations provided by experts during ESCWA’s Expert Group Meeting on the Political Economy of Care Policies: Determinants for Reform in the Arab Region organized in July 2026. Working closely with the Project Manager, implementing partners and other stakeholders, the Project Officer provides technical assistance, facilitates partner engagement and contributes to effective programme delivery, learning and reporting in accordance with Hivos policies and donor requirements.</p><br> <p><span>KEY RESPONSIBILITIES&nbsp;</span></p><br> <p>The key responsibilities of the role include</p><br> <p><span>Project Management</span></p><br> <ul> <li>Work closely with the Project Manager to coordinate the day-to-day implementation of THRIVE programme activities in line with programme objectives.</li> <li>Facilitate collaboration, networking and knowledge exchange among Civil Society Organizations (CSOs), grassroots movements, human rights defenders and other relevant stakeholders.</li> <li>Support the implementation of capacity strengthening initiatives for Civil Society Organizations, including organizational development, governance, financial management and technical specialists, programme partners and relevant networks to support programme implementation and knowledge exchange.</li> <li>Support the Project Manager in the planning, coordination and implementation of programme activities, including work plans, budgets and activity schedules.</li> <li>Prepare and review programme reports, technical documentation and implementation updates, ensuring accuracy, quality and timely submission.</li> <li>Monitor programme implementation to ensure compliance with the funding agreement, Hivos policies and procedures, donor requirements and the <li>Experience working with Civil Society Organizations (CSOs), grassroots organizations, social movements and/or human rights actors.</li> <li>Experience supporting the implementation of donor-funded
