The Regional Office for West Asia delivers advisory services and capacity building support to countries to achieve environmental and sustainable development objectives. This consultancy is part of four projects in Kuwait, each with its respective objective. These projects will be implemented by UNEP’s Regional Office for West Asia in close coordination and collaboration with the Kuwait Environment Public Authority (KEPA), 1- National Environmental Strategy and Action Plan. 2- National Strategic Plan to Combat Desertification. 3- Waste Management Monitoring System and KPIs. 4- National Environment Data Management Strategy and Plan. 1-National Environmental Strategy and Action Plan (NESAP) project aims to develop a comprehensive strategy for Kuwait, addressing key environmental challenges and aligning with Kuwait’s Vision 2040 and global sustainability targets. It involves creating a strategy based on the environmental opportunities and challenges outlined in the State of the Environment Report (SOER), engaging stakeholders to contribute to the framework, and establishing clear, measurable goals and priorities. 2-National Strategic Plan to Combat Desertification project aims to develop a comprehensive plan to address desertification, land degradation, and drought in Kuwait, in alignment with the UNCCD 2018–2030 strategic framework. The project involves assessing the status of land degradation in Kuwait, setting clear and measurable strategic objectives tailored to national circumstances, and creating a detailed national plan to combat desertification. Stakeholder consultations will be conducted to ensure a collaborative approach and to finalize the strategic plan. 3-Waste Management Monitoring System and KPIs Project aims to contribute to the Kuwait Environment Public Authority (KEPA) of Kuwait in developing a monitoring framework and digital dashboard to track and assess the progress of the Kuwait National Waste Management Strategy 2040 (KNWMS2040) towards achieving sustainable waste management goals. Key achievements include creating a comprehensive monitoring framework, developing a user-friendly digital dashboard for real-time insights, engaging stakeholders in the framework and dashboard development, integrating data with existing platforms like EMISK for continuous reporting, and providing training to ensure operational efficiency. 4-National Environment Data Management Strategy and Plan Project aims to develop and implement a comprehensive national plan for environmental data management in Kuwait. This project focuses on ensuring systematic and periodic sharing of data across government entities, enhancing transparency, and supporting informed decision-making based on accurate and reliable environmental data. Key achievements include creating a robust infrastructure for environmental data management, ensuring transparency and sustainability in data exchange, and developing technical capabilities to monitor environmental performance. The UNEP Regional Office for West Asia would like to recruit a well-qualified consultant to coordinate the implementation of the projects outlined above. The consultant will provide technical drafting, review and quality assurance of national strategies and project outputs related to environmental governance, legal and institutional frameworks, and Multilateral Environmental Agreements (MEAs), ensuring their technical quality, legal feasibility, institutional coherence, and alignment with Kuwait’s national commitments and frameworks. This consultant will report to the Regional Coordinator in charge of managing the projects. 2.Duties and Responsibilities: Under the direct supervision of the designated Programme Management Officer, at UNEP ROWA, the selected consultant will carry-out, inter alia, the following duties and responsibilities for each of the four projects detailed above: 1.Development and Review of Governance, and Legal and Institutional Frameworks and Multilateral Environmental Agreements (MEAs) •In coordination with the Project Management Unit, prepare, review and finalize governance, institutional and legal chapters and related technical content for the national strategies, action plans and other project outputs developed under the four projects, as required. •Develop and refine governance architectures, institutional arrangements, implementation mechanisms, coordination structures and implementation responsibilities to Collaborate effective implementation of project outputs. •Cooperate to the development and finalization of English and Arabic versions of project outputs, ensuring consistency of technical content, terminology, and messaging across both languages. •Assess and strengthen legal, regulatory and institutional frameworks, identifying reforms and measures required to facilitate implementation. •Ensure governance provisions relating to compliance, enforcement, inspection and environmental governance are technically sound and aligned with Kuwait's institutional framework, UNEP guidance and international good practice. •Integrate technical comments and stakeholder feedback into successive drafts and participate in technical discussions with UNEP, KEPA and relevant experts to validate the review, validation and finalization of governance-related outputs. •Prepare, review and finalize chapters relating to Multilateral Environmental Agreements (MEAs) and associated technical content for the national strategies, action plans and other project outputs developed under the four projects, as required. •Ensure technical accuracy and consistency with Kuwait's obligations under relevant multilateral environmental agreements and alignment with UNEP guidance and international environmental governance principles. •Review and strengthen proposed institutional arrangements for national coordination, implementation, reporting and inter-agency cooperation related to MEA implementation. •Ensure consistency between MEA commitments, governance arrangements, implementation frameworks, monitoring systems and reporting requirements across project outputs. •Integrate technical comments and stakeholder feedback into successive drafts and participate in technical discussions with UNEP, KEPA and relevant experts to validate the review, validation and finalization of MEA-related outputs. Deliverables: •D1: Draft Governance, Institutional, and Multilateral Environmental Agreements (MEAs) Package, including draft governance, institutional, and legal chapters, draft MEA chapters, and associated technical inputs prepared for the national strategies, action plans, and other project outputs developed under the four projects. •D2: Final Governance, Institutional, and Multilateral Environmental Agreements (MEAs) Package, including finalized governance, institutional and legal chapters, finalized MEA chapters, and associated technical inputs incorporated into the national strategies, action plans and other project outputs developed under the four projects, reflecting technical reviews and comments received from UNEP, KEPA and relevant stakeholders.<br> Qualifications/special skills<br>Advanced degree (master’s or higher) in environmental law, environmental governance, public policy, international environmental law, sustainable development, or another closely related field. A first-level university degree, combined with two (2) additional years of qualifying experience, may be accepted in lieu of an advanced university degree. PHD degree is also desirable A minimum of 5 years of progressively responsible professional experience in environmental governance, environmental law, institutional development, public policy, or implementation of Multilateral Environmental Agreements (MEAs) is required Demonstrated experience in the preparation, drafting and/or technical review of national environmental strategies, action plans, legal or policy frameworks is required Proven experience working with environmental governance frameworks, institutional arrangements, and legal and regulatory systems related to environmental management is required Experience supporting implementation of, or reporting under, Multilateral Environmental Agreements, including familiarity with relevant international environmental governance processes is required Knowledge of the environmental work in the West Asia region is desirable. It should include a table of contents to be automatically updated followed by a list of all tables and figures. The various parts should be submitted in electronic form and sent to the email address of the designated focal point. The content of the generated document shall be the sole property of ESCWA.<br> Work Location<br>Remote<br> Expected duration<br>16 weeks<br> Duties and Responsibilities<br>GENERAL SCOPE From an automated government through e-Government to a smart and open government, technology and innovation have become vital tools for managing and conducting government business, serving its citizens, and achieving its development targets. The 2030 Agenda for Sustainable Development states that good governance at all levels as well as transparent, effective and accountable institutions are necessary to build peaceful societies and achieve sustainable development. In this Agenda, specific measures are given to achieve such societies especially in Goal 16 “Promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels”. Under this goal, the development of effective, accountable and transparent institutions (16.6), responsive, inclusive participatory and representative decision-making (16.7) and public access to information (16.10) are promoted as targets. To implement these targets, a partnership, between the Government, the private sector, civil society, other stakeholders (such as the public, and regional, sub-regional and international institutions) and citizens, is envisioned. Better governance and better public institutions are essential elements in achieving the sustainable development goals (SDGs). Technology and innovation provide governments with options to achieve the individual targets set out in Goal 16. Innovation in the public sector provides new processes, products and services that can either be new technologies or be supported by technologies that promotes access to information, inclusiveness, citizen participation, accountability, transparency and responsiveness. When the government adopts news technologies and openness as part of its paradigm, the possibility of collaboration, shared responsibility and co-decision-making, strengthens the government and empowers its citizens. The United Nations is involved in enhancing the use of emerging technologies for sustainable development. In September 2024 during the Summit of the Future, world leaders adopted the Pact for the Future and its annexes: the Global Digital Compact (GDC) and Declaration on Future Generations. The GDC mandates UN Regional Commissions to provide support to Member States to advance digital transformation. Recently, many Arab countries started developing/updating their national plans and strategies to reflect the aspects of digital government transformation. The Environment Quality Authority (EQA) in Palestine requested the technical assistance of ESCWA to develop their digital transformation strategy. The objective of this consultancy is to provide an advisory service to assist ESCWA team in suggesting the digital strategy to the Authority. DUTIES AND RESPONSIBILITIES The consultant shall propose to the designated ESCWA focal point a detailed version of the digital transformation strategy. To produce the draft strategy, the consultant is requested to conduct, among others, the main following tasks: 1. Review the national digital documents and the existing policies and strategies in Palestine related to digital transformation, innovation, digital technologies, and other related national development plans; 2. Review best regional and international best practices related to Digital Transformation Strategies and policies (at least 2 selected regional and 2 international cases); 3. Identify main national stakeholders, hold, in coordination with EQA, interviews and meetings with the main national stakeholders and realising minutes of each meeting/interview summarizing the discussed points, their remarks, observations and proposals; 4. Contribute to sectoral workshops to discuss needs and priorities, if needed; 5. Assessment of EQA available capabilities, including current IT infrastructure, equipment, services and platforms; 6. Hold meetings with EQA departments to better understand EQA current digital status. This may include existing work procedures, process workflows, forms and interconnections between procedures, key business processes across departments and EQA offices in governorates and the HQ in Ramallah, Data centre project, EQA website, the need for AI systems if any. 7. Prepare the needed digital transformation strategy based on international and regional best practices, gap analysis, national needs (SWOT analysis) and technical analysis; 8. Present the draft report in a national workshop or meeting (physically or remotely) and capture the main comments and findings of the discussions; 9. Update the draft proposal according to all received feedback and comments during the reviewing process by ESCWA and EQA. The final draft report includes the above-mentioned assessment, SWOT, the suggested strategy with timeframe of implementation of identified initiatives. ESCWA promotes gender equality and integration of youth through its publications and therefore the consultant should pay attention, with the help of ESCWA staff, to gender considerations and youth dimension throughout the research work to ensure that the report gives equal attention to the needs of both men and women, as well as girls and boys. Writing should use gender-sensitive language<br> Qualifications/special skills<br>A Master's degree in ICT, technology, engineering, computer science or a related field is required. A Ph.D. degree is desirable. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. At least 7 years of professional experience and research in the domain of digital technologies is required. Previous experience in management and planning is required. Previous experience in the delivery of research papers is desirable. Previous experience in the development of digital plans is desirable. The evaluation will serve three main purposes: • It will provide a basis for evidence-informed decision-making, strategic planning, and risk management. • It is a means to demonstrate accountability to the organization’s Executive Management and member States for performance, relative to ESCWA’s mandate and strategic objectives. • It will inform and facilitate organizational learning by identifying evidence-based findings, lessons to be learned, and recommendations for action that enhance the next generation of ESCWA’s work. The evaluation will therefore take both a summative and a formative approach. It will look at results achieved or not achieved so far (summative) with a view to inform ESCWA’s work in the future (formative). The evaluation will be conducted in line with ESCWA’s Evaluation Policy (2025), and the UNEG Norms and Standards for Evaluation.. The evaluation will strive to employ development best practices with regard to promoting gender equality and a human rights-based approach, including the rights of persons with disabilities. The evaluation will be facilitated and coordinated by ESCWA’s Strategic Planning, Accountability, Results and Knowledge team. Scope of the Evaluation The evaluation will be forward-looking and will objectively and systematically assess the performance of the subprogramme in terms of its relevance, coherence, effectiveness, efficiency, impact, and sustainability. Furthermore, the evaluation will assess the extent to which gender, human rights, disability inclusion, environmental concerns, and other cross-cutting issues were incorporated or mainstreamed into the subprogramme. The evaluation will cover the period from January 2020 to December 2025. Evaluation Methodology Management and Governance Arrangements All evaluation methodologies are to be reviewed by ESCWA’s SPARK Section and approved by ESCWA’s Senior Management. • The evaluation will be conducted by an external consultant/s. • The evaluator is expected to identify the main objectives achieved through the implementation of the programme, intended and unintended, as established by key stakeholders and relevant documentation, and the pathways that led to achieving them, with particular focus on innovative practices and initiatives that can be leveraged to further enhance ESCWA’s work. • The evaluator is expected to ensure a mixed method (qualitative and quantitative), inclusive, and participatory approach, with adequate triangulation across methods, to arrive at credible, reliable, and unbiased findings. • The evaluator will also ensure that all aspects of the evaluation are gender and human rights sensitive (including a special focus on the rights with person with disabilities). In addition, the evaluator must ensure that he/she always complies with the UNEG Ethical Guidelines for Evaluation during the conduct of the evaluation. The above methodology is indicative. Quality Assurance Mechanism The evaluator will employ a quality assurance mechanism of her/his preference (either an internal or an external system can be used), which will provide quality checks throughout the evaluation process. This quality assurance mechanism will be indicated in the Inception Report and in the Final Evaluation Report. The level of regional connectivity depends not only on infrastructure and cross-border flows, but also on the region's strategic assets, investment and financing ecosystems, and institutional readiness. The Arab region possesses substantial strategic assets , including natural (i.e., oil and gas reserves), physical (i.e., ports and maritime infrastructure), human (i.e., population and skill), financial (i.e., SWFs and capital markets), technological (i.e., AI and digital) and cultural (i.e., shared language, heritage sites). Yet these assets have not always translated into stronger regional connectivity. Understanding the factors that enable or constrain this transformation is therefore essential for designing effective regional policies and investment strategies. Although several international indices measure specific dimensions of connectivity—such as logistics, maritime transport, innovation or digital readiness—none provides an integrated assessment of regional connectivity by linking connectivity outcomes with the strategic assets, investment ecosystems and institutional conditions that underpin them. Nor do they examine how these factors collectively contribute to long-term regional prosperity. To address this gap, ESCWA proposes the Arab Regional Connectivity and Prosperity Framework (ARCPF). The Framework provides an integrated analytical approach for assessing regional connectivity and its key enablers and constraints to unlock the Arab region's prosperity potential. It examines how strategic regional assets, investment and financing ecosystems, and institutional readiness collectively shape regional connectivity, and how stronger connectivity contributes to greater resilience, deeper regional integration, and higher shared prosperity. Duties and Responsibilities The consultancy is related to producing a comprehensive technical paper on the theme of regional connectivity and prosperity with two parts: (a) a conceptual framework with theoretical foundations, methodological validation of the index, its components, and indicators framework; (b) the empirical analysis for the region with reference to other global regions, based on the results of the index and the component indices, policy implications and recommendations. <h4>For mobile positions only (domestic and overseas settings)</h4>
<p>Some positions are designated as “Mobile” and subject to unique job requirements. SAF Mobile Staff perform the same basic job responsibilities as non-mobile staff in regions. In addition to those responsibilities, this special workforce is also required to deploy on short term temporary assignments, serving alongside military members who are deployed to designated theaters of operations anywhere in the world. Mobile staff must be ready to deploy whenever called upon, and to do so are required to meet and maintain specific medical and other readiness requirements. Requirements unique to mobile positions include the following:</p>
<ul>
<li>Support both the day-to-day operations and emergency needs of the Hero Care Center as a member of the Hero Care Network Contingency Team.</li>
<li>Completes all trainings and requirements to maintain casework proficiency, to include working shifts and participating in readiness drills.</li>
<li>Responds to emergency, surge, and disaster situations, as needed.</li>
</ul>
<p>To maintain readiness, staff must:</p>
<ul>
<li>Maintain all medical and security requirements.</li>
<li>Engage in annual deployment familiarization program to include trainings and meetings.</li>
<li>When activated to deploy, participate in additional trainings and meetings to prepare for deployment.</li>
</ul>

<h4>Mobility requirements</h4>
<ul>
<li>U.S. citizenship is required.</li>
<li>Must be able to obtain a secret security clearance and a non-U.S. passport.</li>
<li>Worldwide mobility is a condition of employment and an essential function of this position.</li>
<li>Must accept work assignments anywhere in the world, including conflict areas, where the American Red Cross is providing services to members of the military and their families.</li>
<li>Must meet strict medical and physical requirements, including immunizations required by the U.S. military.</li>
<li>May be required to wear military uniforms, and live and work in harsh and stressful environments in conflict areas.</li>
<li>Periodically accompanies the military on deployments.</li>

<li>Familiarity with military culture, regulations, and protocol.</li>
<li>Experience with American Red Cross programs and services is strongly preferred.</li>

<p>The salary range for this position is (Illinois): $60,000 - $65,000.</p>
