<section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>The Grant Manager, in close collaboration with the Deputy Country Director Programs and the SMT members, will ensure regular oversight, monitoring, and support to the management of the Mission s grant portfolio, all through the lifecycle, from early discussions with the donor and/or organizational partners, proposal preparation, to grant compliance checks, donor visibility requirements and reporting.</p>
<p>The Grant Manager will take the lead and coordinate the process of development of high quality funding proposals, concept notes and reports in compliance with donor regulations, and shall follow HQ and mission-level related established processes, and ensure all documentation is in line with Action Against Hunger s internal Guidelines.</p>
<p>In order to ensure efficient processes and contract monitoring, the Grant Manager is expected to create and maintain tools and grant files and records, including the GESPRA system and stay updated on donor requirements. In addition,</p>
<p>This is an extremely dynamic and rigorous role, requiring strong coordination and organisation skills, to ensure that all deliverables are produced in a timely manner, which can be a challenge at times. The Grant Manager will keep in regular contact with all staff involved in the implementation of grants, as well as donors focal points in charge of tasks related to the management of contracts, reporting, communication and monitoring.</p>
<p><strong>Objective 1: Identification, coordination, preparation, writing and submission of quality and timely proposals/concept notes, following Action Against Hunger s validation processes and taking into account the donor guidelines</strong> </p>

<li>Under the direction of the Deputy Country Director, and in consultation with Technical Coordinators, MEAL, Logistics, HR, and Admin/Fin Coordinator, the GM will design, coordinate, gather inputs, collect relevant information to draft full proposals (including proposal narratives, and other required annexes, such as the budget and PPP) or Concept Notes to be presented to donors.</li>
<li>The GM will ensure that the proposals are validated and submitted on time.</li>
<li>The GM will assist programme teams in designing Project proposals in response to various proposals such as Call for Proposals (CFP), Requests for Proposal (RFP) or Concept Notes (CN), and as such, will participate to early technical discussions with the donors, when and if feasible.</li>
<li>The GM will work closely with Budget Holders, programme teams, and finance as well as other stakeholders to compile accurate proposal budget.</li>

<p><strong>Objective 2: Coordinate and lead the production and submission of quality and timely donor reports</strong> </p>

<li>Coordinate donor reporting processes as outlined at mission and HQ level, with the relevant departments to collect the information/inputs and ensure the timely submission of high quality programmatic reports.</li>
<li>Coordinate with Admin/Finance Coordinator or Deputy Country Director to ensure timely submission of financial reports.</li>
<li>Assist field teams in drafting of donor reports by ensuring that reports are in accordance with donor requirements and are submitted on time.</li>
<li>Coordinate the finalisation of donor reports ensuring consistency between narrative and financial reports and that they meet quality standards.</li>

<p><strong>Objective 3: Grant Management & donors relations and Intelligence</strong> </p>

<li>Maintain an updated calendar of project report obligations and project development, and ensure key staff are aware of it and respect the deadlines by sharing it regularly with the SMT and HQ project manager. This includes the maintenance of the related sections in GESPRA (Online Project Management Tool), at least on a weekly basis.</li>
<li>In coordination with the Deputy Country Director, liaise with HQ staff (throughout the Action Against Hunger International network, including the Donor Relations Unit and with Madrid HQ Operations) on potential funding opportunities, as and when requested, including donor s mapping/intelligence.</li>
<li>Ensure comprehensive grant files are created and regularly updated and are available for use. Provide briefing papers and support the development of external communication tools relevant for donor visits/meetings.</li>
<li>Set up and constantly update database for donor guidelines and regulations and create fact sheets for main donors.</li>

<p>The consultant is expected to provide a final report that includes recommendations to ensure alignment and consistency between the internal regulations related to the Labour Law, particularly those affecting the implementation of flexible work arrangements, and to develop draft by-laws governing the implementation of these new flexible work arrangements.</p><p>In May 2025, the Lebanese Parliament adopted Law No. 3/2025, amending the Labour Law to formally recognize flexible, part-time, and remote work arrangements and to extend National Social Security Fund (NSSF) coverage of workers. This new law was proposed by the Head of the Women and Children Parliamentary Committee following a process that included a case study on childcare in Lebanon, public hearings and dialogues, in addition to a legal study and meetings, all in collaboration between ESCWA and the committee. This reform represents a milestone in Lebanon's labour and social protection framework, aiming to promote inclusive and equitable access to employment. It is particularly significant for advancing women's economic participation, as flexible and family-friendly work arrangements can help reduce barriers that prevent women - especially those with caregiving responsibilities - from entering or remaining in the workforce.</p><p>In order to ensure the effective implementation of the new law, ESCWA, UN Women, and the International Labour Organization (ILO) joined hands to provide technical assistance to the Lebanese Women and Children Parliamentary Committee to support its follow-up on the implementation of the law as part of the Parliament's role in post-legislative scrutiny. The process entailed a legal study/advice to propose reforms and updates to the internal laws and regulations of the Lebanese National Social Security Fund (NSSF). These reforms and updates are necessary to allow for the implementation of Law No. 3/2025 without misuse of the new arrangements for fraudulent purposes, which, in turn, serves as a foundational input to guide the actuarial feasibility study leading to the full implementation of the labour law reform while also ensuring the benefits of this reform are utilized appropriately and fairly. These efforts must be aligned with the Labor Law and its implementing by-laws. Therefore, updates and reforms to the Ministry of Labor's by-laws are necessary to ensure the full and coherent implementation of the Labor Law reforms.</p><p>Against this backdrop, ESCWA, as it continues its technical support to ensure a full implementation of Law No. 3/2025, seeks to hire a consultant to undertake necessary research, advise and support the reform of the by-laws of the labour code in full alignment with the NSSF internal regulations. The consultant will work in collaboration with the Ministry of Labour, the NSSF and the technical team working on the implementation of the law reform.</p><ul><li>Desk review: Conduct a revision of the Ministry of Labour relevant rules and internal regulations and by-laws in conjunction with those of the NSSF;</li><li>Ensure alignment of the internal regulations between the two entities;</li><li>Undertake consultations with involved stakeholders on the relevance and consequences of different options and alternatives to ensure the effective implementation of Flexible Work Arrangements including the required actuarial studies;</li><li>Suggest labour-law related by-laws for the Ministry of Labour, specifically in relation to flexible work arrangements;</li><li>Propose monitoring and evaluation procedures for the application of the amended labour law.</li></ul><p>The consultant is expected to provide regular updates on the work progress.</p><p><strong>Desired Candidate Profile</strong></p>A master's degree in Lebanese law is required. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>The Deputy FSL Coordinator will be responsible for supporting the FSL Coordinator with implementation of FSL projects across Lebanon. The Dep FSL Co will ensure programmatic, technical, financial and logistical development of AHH actions in the department where the actions are developed, in line with the strategic criteria of AHH in Lebanon and the internal processes and regulations of AHH, donor and Lebanese laws.</p><p>Objective 1: Support sector coordination & representation (70%)</p><ul><li>Support sector coordination and development of cash guidance according to the sector priorities in close coordination with UN sector lead.</li><li>Represent ACF in key meetings with external stakeholders in relation to participation in the Cash Working Group and help facilitate strategic relations such as with the Ministry of Social Affairs (MoSa)</li><li>Co-convene and co-facilitate relevant meetings (including sector working groups and relevant sectoral or cross-sectoral technical meetings). <p>The Student Housing Monitor is responsible for supporting the safety, security, well-being, and smooth daily operation of the University residence halls. The position requires monitoring residence hall entrances and common areas, assisting residents and visitors, maintaining accurate records, reporting incidents and maintenance concerns, and supporting the implementation of Student Housing policies and procedures. This is a shift-based position, with the majority of assigned duties scheduled during evening and night shifts, including weekends, public holidays, and other non-standard working hours, according to the operational needs of Student Housing.</p><p><strong>1. In Lebanon, Law No. 463/2002 established a framework for sentence reduction and entrusted this task to the Sentence Reduction Commission. Each of the two sub-commissions consists of a judge appointed by the Minister of Justice, the head of the prison's central directorate, a medical doctor specialized in psychiatry, and a social worker, with both specialists designated by the Minister of Justice. The director of the relevant prison or facility serves as an ad hoc member, depending on the case under review. To address the increasing workload, the Minister of Justice also appointed an additional social worker to support both sub-commissions. However, the Commission's operations have been quasi-paralyzed for over two years due to a lack of support for the medical doctors and social workers, who are essential for providing the necessary assessments for each case. This has hindered the Commission's ability to fulfill its critical role in addressing prison overcrowding. Single-use plastics (SUPs), including plastic bags, food packaging, disposable cutlery, straws, and beverage containers, represent a substantial share of plastic waste due to their short lifespan and limited recovery after use. The Kingdom of Bahrain has demonstrated a strong commitment to addressing plastic pollution through a range of regulatory and policy measures.
