<section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p><b>POSITION PROFILE</b> In response to the shifting humanitarian financing landscape, IMPACT is placing greater emphasis on producing light, consistent, and decision-oriented analysis products , which summarize available data and inform key decisions. This position will be working on a new flagship analytical output that provides a concise, actionable understanding of acute humanitarian needs across geographies and population groups within a crisis. The (Senior) Analyst Acute Needs Analysis will be responsible for producing this analytical product at country level. This includes reviewing and synthesizing data, conducting structured analysis using IMPACT s global analytical guidance, and producing a short, high-impact external brief. The analyst will work closely with GIS, data, and design colleagues to incorporate visual elements into the final output. RESPONSIBILITIES DEVELOPMENT OF ANALYTICAL PRODUCT - ACUTE HUMANITARIAN NEEDS Lead the implementation and delivery of the analysis project at the country level, in coordination with the HQ programme team. Align the rollout with global schedules and ensure adherence to IMPACT s analytical standards. Develop and maintain a strong stakeholder mapping and a network of collaborators at country level to enhance contextual understanding / monitoring. Ensure development of user-centered products and, where relevant, support joint analysis with relevant stakeholders. DATA REVIEW AND CONSOLIDATION Collect and synthesize relevant secondary data from REACH assessments, UN agencies, INGOs, and public datasets (e.g., OCHA, FEWS NET, IPC), including via building and maintaining necessary relationships. Evaluate data reliability and identify critical gaps. Support decisions on the need for targeted, light-touch primary data collection. ANALYTICAL PROCESS AND INTERPRETATION Apply IMPACT s global analytical guidance to produce structured, consistent, and context-relevant analysis of acute humanitarian needs. Use defined frameworks (e.g. Risk of Excess Mortality) to classify severity levels, population groups, and geographic areas of concern. Clearly document assumptions, limitations, and analytical reasoning. OUTPUT PRODUCTION AND DISSEMINATION Draft the Acute Needs Analysis brief using standardized global templates and language. Collaborate with GIS and design colleagues to include maps, caseload tables, and other visual aids. Ensure internal review and validation of the product before dissemination. Present findings to clusters, working groups, and donors as needed. As needed, support the development of Global Key Messages based on country level findings.</p></div></section><section><p class="heading">Desired Candidate Profile</p><p class="paragraph"></p><p>Note, the position can be at Senior Analyst or Analyst level, based on the experience of the candidate. <p><b>Mission Description</b></p><p><b>The Monitoring, Evaluation, Acco</b>untability & Learning (MEAL) Officer is a key position supporting the implementation of the two projects, PAR and e-Services. S/He will contribute to the operationalization of the projects’ MEAL frameworks and support the effective implementation of MEAL activities across the interventions.</p><p><br></p><p>The MEAL Officer will support the implementation of routine monitoring and data collection activities, including field visits, stakeholders follow-up, Means of Verification (MoVs), and the collection and analysis of quantitative and qualitative data related to projects outputs and outcomes. S/He will contribute to tracking progress against project indicators, ensuring data quality and consistency, and supporting timely reporting processes, including updates required for donor reporting platforms (OPSYS) and internal EF monitoring systems.</p><p><br></p><p>In coordination with the Governance portfolio manager, the project teams and the Country Direction MEAL function, the MEAL Officer will support the development and adaptation of MEAL tools, methodologies, databases, and data collection instruments, while ensuring compliance with EF MEAL standards, donor guidelines, and accountability requirements. <p>BACKGROUND Lebanon stands at a pivotal juncture in its governance and reform trajectory. Despite years of overlapping crises, the country has made landmark progress in building an integrity and anti-corruption framework. This includes the adoption and partial implementation of the National Anti-Corruption Strategy , the establishment of the National Anti-Corruption Commission (NACC), and major legislative reforms concerning access to information, illicit enrichment, whistleblower protection, asset declaration, and public procurement. These milestones have laid the groundwork for the most coherent accountability architecture in Lebanon s recent history. However, these achievements remain fragile amid a deep economic collapse, weakened institutions, and eroded public trust. While the strategic and legal frameworks are largely in place, implementation and enforcement mechanisms remain underdeveloped, and coordination among oversight institutions remains limited. The evaluation of the National Anti-Corruption Strategy highlighted the urgent need to consolidate progress by operationalizing national mechanisms, strengthening institutional capacities, and embedding corruption-risk management practices across public institutions. In this context, the Integrity in ACTion Project was established with the objective of improving the implementation of an institutionalized and targeted approach to preventing and combating corruption. This will be achieved through improved coordination, operationalized oversight, enhanced preventive and enforcement mechanisms, and institutionalized integrity and risk-management practices, thereby advancing transparency, accountability, and public trust. The Project is designed to achieve this objective through the following three outputs: Output 1: Institutional capacities to coordinate, monitor, and evaluate the National Anti-Corruption Strategy are strengthened and operationalized through participatory and inclusive mechanisms. Arab women still lag behind in terms of political participation, labour force participation, equality and sex-based discrimination. In 2025, women s labour force participation was 19 per cent in the Arab States, less than half the global average of 49 per cent, making it the lowest rate worldwide. Various factors can be attributed to the low economic participation of women in the Arab region, most important of which are the high involvement of women in unpaid care work and their weak involvement in entrepreneurship. In the Arab States, women carry out 80 to 90 percent of all unpaid care tasks and spend an average of 4.7 times more time than men on unpaid care tasks. If women continue to bear the brunt of unpaid care work, there is a serious risk that gender gaps widen and hard-won achievements in women s socioeconomic empowerment are reversed. Addressing the available policies and legal frameworks is thus crucial to promote women s economic empowerment in the region and build the resilience of women to future shocks.</p><p>ESCWA supports its member States in promoting gender equality and the advancement of women at the legislative, policy and programmatic levels through the translation of global normative frameworks into region-specific actions within the areas of gender justice and the law, women, peace and security, women economic empowerment, care economy, and gender mainstreaming in national institutions. The position ensures the effective implementation of project activities at the center level, in accordance with project objectives, donor requirements, Amel Association International's policies and procedures, and relevant UNHCR policies and standards. The Head of Community Center manages and supervises a multidisciplinary team, including social workers, logistics staff, vocational training and IT trainers, livelihood trainers, and other relevant personnel.
