OCHA is part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions. This temporary job opening is being advertised for the position of Humanitarian Affairs Officer (Risk Management and Compliance), P3 with OCHA Lebanon in Beirut. Under the overall supervision of OCHA Head of Office, the incumbent reports to the Head of Humanitarian Finance Section/Fund Manager. The Humanitarian Fund Units in OCHA Regional and Country Offices manage multi-donor country-based pooled funds under the leadership of the Resident Coordinator and/or Humanitarian Coordinator. These funds receive unearmarked contributions from donors. The funds are allocated to humanitarian actors for ongoing humanitarian operations and to respond to new emergencies. The Humanitarian Affairs Officer (Risk Management and Compliance) may supervise staff. Responsibilities Within delegated authority, the Humanitarian Affairs Officer (Risk Management and Compliance) will be responsible for the following duties: Monitors, analyzes and reports on humanitarian developments, disaster relief/ management or emergency situations in assigned country/area which may impact performance of the Humanitarian Financing Unit (HFU). Organizes and prepares studies on humanitarian, emergency relief and related issues and organizes follow-up work management response related to audits and evaluations of Country-Based Humanitarian Pooled Funds. Establishes and maintains contacts with other UN agencies, non-governmental organizations, and other key stakeholders to enable early detection of compliance issues in HFU funded projects and verifies prevention and control mechanisms. <p><h4>Essential duties and responsibilities</h4>

<ul>
<li>Directs the activities of the maintenance department.</li>
<li>Plans and prepares pre-shift meetings, preventative maintenance schedules, spare parts, manpower needs.</li>
<li>Trains new employees.</li>
<li>Administers company policies for assigned department.</li>
<li>Communicates with all levels of management, including Japanese staff.</li>
<li>Deals with breakdowns and conducts problem solving / countermeasure activity.</li>
<li>Motivates employees and resolves conflict.</li>
<li>Evaluates employees’ performance.</li>
<li>Aids in continuous improvement processes.</li>
<li>Assists manager as necessary to accomplish all goals and missions of the department.</li>
<li>Coaches and counsels team members on various aspects of their duties.</li>
<li>Issues corrective action (discipline) to employees as appropriate.</li>
<li>Maintain awareness and understand the roles and responsibilities regarding the environmental policies, management system, and objectives and targets by attending the required training. Perform all tasks in accordance with the EMS procedures and practices and minimize the impact of their activities on the environment.</li>
</ul>
<h4>Supervisory responsibilities</h4>
<p>The equipment maintenance supervisor carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.</p>

<h4>Education and/or experience</h4>
<p>Associate's degree or equivalent from two-year college or technical school; or six months to one year related experience and/or training; or equivalent combination of education and experience.</p>
<h4>Communication skills</h4>
<p>Ability to read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals. Clear, concise written and verbal skills and problem solving skills required. Ability to write routine reports and correspondence. Ability to speak effectively before groups of team members.</p>
<h4>Mathematical skills</h4>
<p>Apply basic math functions to solve workplace problems, calculate percentage, rate, ratio, decimal and proportion, create and interpret basic graphs and charts commonly used in manufacturing, calculate rotational velocity equations (RPMs), calculate speeds, feeds, and horsepower requirements for machining.</p>
<h4>Technical skills</h4>
<p>Experience using Microsoft Office systems, Excel and Word. Experience using JD Edwards a plus.</p>
<h4>Reasoning ability</h4>
<p>Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.</p>
<h4>Other skills and abilities</h4>
<p>Must have good communication skills, both verbal and written, to all levels of management.</p>

<h4>Position type/expected work hours</h4>
<p>This is a full-time position, and hours of work and days are 2nd shift – 1:30 p.m. – 10:30 p.m. Monday through Friday. Occasional overtime throughout the week and weekend work may be required as job duties demand.</p>
