The Cash Van Fleet & Logistics Officer is responsible for coordinating and overseeing the administrative, logistical, and fleet-related activities of the central and outstation cash vans. The role ensures vehicle availability, proper maintenance, regulatory compliance, safety, cost control, and effective coordination with drivers, suppliers, garages, government authorities, and internal departments.

<br>Responsibilities:
<br>• Coordinate and follow up on routine and preventive vehicle maintenance, including oil changes, tires, mechanical repairs, washing, and other servicing requirements
<br>• Conduct regular physical inspections and spot checks to ensure vehicles are maintained in good operating condition
<br>• Coordinate vehicle handovers and manage the availability and allocation of spare/replacement vans during servicing or breakdowns
<br>• Monitor vehicle locations via GPS tracking and track weekly mileage (KM) to control overall fuel consumption
<br>• Coordinate body insulation updates (e.g., temperature-controlled modifications with vendors like Halawani) and direct any specialized technical modifications
<br>• Ensure timely renewal of all vehicle registrations, commercial transport licenses, mechanic certificates, permits, and other required documentation

<br>• Ensure that any compliance or safety deficiencies identified during inspections are properly followed up and resolved
<br>• Source and obtain quotations from approved garages, tire suppliers, vehicle suppliers, and other fleet-related vendors
<br>• Compare quotations and provide recommendations based on cost, quality, service, and lead time
<br>• Negotiate with suppliers, within the authorized limits, to obtain competitive pricing and favorable terms
<br>• Coordinate vehicle repairs, maintenance, modifications, and other services with external suppliers
<br>• Monitor supplier performance and escalate recurring service or quality issues
<br>• Maintain proper records of quotations, approvals, purchase orders, invoices, and supplier-related documentation
<br>• Coordinate vehicle branding and rebranding requirements with Marketing and approved advertising agencies
<br>• Coordinate required permits and administrative procedures with the Vehicle Registration Department
<br>• Follow up on vehicle delivery, installation, inspection, and completion of branding works
<br>• Ensure that branding and vehicle modifications comply with applicable legal and Company requirements
<br>• Ensure timely and accurate recording of vehicle maintenance, fuel consumption, mileage, invoices, repairs, and other fleet-related information in VFM
<br>• Maintain accurate and up-to-date fleet records for all central and outstation vans
<br>• Prepare monthly fleet reports covering maintenance costs, fuel consumption, mileage, vehicle availability, downtime, and other relevant KPIs
<br>• Analyse fleet data and highlight unusual costs, excessive fuel consumption, repeated breakdowns, or other areas requiring attention
<br>• Provide the Finance and Accounting teams with the required fleet-related information and supporting documentation
<br>• Conduct regular field visits and spot checks of central and outstation cash vans
<br>• Verify compliance with fleet, safety, documentation, and operational requirements
<br>• Document findings and ensure corrective actions are followed up and closed
<br>• Investigate and document fleet-related incidents, including accidents, theft/loss of goods, major breakdowns, or other unusual occurrences
<br>• Coordinate with relevant internal departments, insurance providers, garages, and external authorities following accidents or major incidents

They encompass the actors and activities involved in producing, processing, distributing and consuming food, and are shaped by their interactions with health, nutrition, livelihoods, natural resources and climate. The 2021 United Nations Food Systems Summit underscored the need for integrated approaches to food systems transformation, recognizing these interlinkages and the importance of coherent action across sectors. Food systems in the Arab region are exposed to multiple, interconnected pressures. Water scarcity, land degradation and climate change constrain productive capacity and increase exposure to drought, heat stress, floods and other climate-related shocks, with implications for food production and rural livelihoods. At the same time, high dependence on food imports in many countries increases the exposure of food availability and affordability to international market volatility, trade disruptions and supply-chain shocks. Conflict, economic instability and other crises can compound these pressures, disrupting production, markets and infrastructure and exacerbating existing vulnerabilities across food systems. These pressures have important implications not only for food security and nutrition, but also for rural livelihoods, employment, and natural resource management. Understanding the structural characteristics and vulnerabilities of food systems across the region is therefore important for strengthening resilience, sustainability, and inclusivity. Objective To prepare an analytical paper on food systems across Arab States that elaborates on current conditions and offers insights on potential future developments. The consultant will compile and analyze relevant data, identify regional examples, and prepare a paper in accordance with the agreed outline. Duties and Responsibilities Under the overall guidance of the Climate Change and Natural Resource Sustainability Cluster Lead and the direct supervision of the Chief of Environmental and Food Policies Team, the consultant will undertake the following tasks: • Provide a framing for food systems transformation in the Arab region, drawing on national processes and priorities, as well as regional and global approaches to food systems. • Review the present landscape characterizing food systems in Arab countries, providing examples of fruitful cooperation between multiple Arab countries. • Examine key drivers of food-system vulnerability and resilience in the region, including climate change, water scarcity, natural resource constraints, conflict, and economic and market shocks. • Assess the role of cross-national linkages in shaping food-system outcomes, including flows of food, agricultural inputs, finance, technology and knowledge, and identify opportunities for regional cooperation. • Offer insights and recommendations on priority areas for investment and cooperation to strengthen food security, nutrition, livelihoods, and the resilience and sustainability of food systems across the region.<br> Qualifications/special skills<br>A master's degree or higher in food security/food systems, economics, public policy, agriculture, climate change, sustainable development or a related field is required. These evolving challenges demand not only public sector reform but also systemic innovation to strengthen service delivery, accountability, resilience, and institutional effectiveness. Today, governments are increasingly required to modernize public administration through digital transformation, artificial intelligence, transparency and accountability, inclusive and participatory governance, and resilience-building. They must also align reforms with the 2030 Agenda, integrate behavioural insights into policymaking, and strengthen strategic foresight and anticipatory governance to address emerging challenges. In this context, the role of the United Nations Economic and Social Commission for Western Asia is central in supporting Member States to modernize public institutions, promote regional knowledge exchange, and advance innovative governance frameworks tailored to the Arab region. This work requires the collection, review, and organization of information from national, regional, and international sources, as well as the preparation of background materials, country information, presentations, tables, and other project outputs. ESCWA therefore seeks to engage an entry-level Research Assistant to provide research, data-collection, documentation, and organizational support to activities related to Public Administration and Institutional Reform, Governance, Accountability and Innovation, Local Governance, and the wider work of the section. 2. Duties and Responsibilities The Research Assistant is expected to perform, under the supervision of the Chief of the Governance Section, the following tasks: • Research, extract, consolidate, and organize quantitative and qualitative information from relevant national, regional, and international sources using appropriate research tools and software. • Assist in collecting, reviewing and validating collected data and information for accuracy, completeness, clarity, and consistency, and flag any discrepancies for follow-up by the project team. • Maintain and update relevant computerized databases, research files, and reference materials to ensure data integrity, accessibility, and proper documentation. • Prepare reports, presentations, tables, graphs, charts, and other visual materials to present research findings and provide clear information to the Project coordinator and project team. • Gather and summarize information from national databases, official websites, libraries, online platforms, ESCWA repositories, and other reliable sources to support ongoing research and project activities. • Prepare abstracts, summary briefs, background notes, bibliographic descriptions, country information, and supporting materials for inclusion in ESCWA documents, reports, presentations, and publications. • Contribute to the preparation of research and analytical materials related to Public Administration and Institutional Reform, Governance, Accountability and Innovation, Local Governance and other projects undertaken by the Public Governance and Institutional Transformation Section. • Support the preparation and organization of the remianing Forums and the meetings, including background research, participant materials, meeting documentation, and summaries of discussions. • Coordinate with team members and relevant counterparts, support internal meetings and consultations by preparing materials and taking notes, and perform other related tasks required for the timely implementation of assigned projects.<br> Qualifications/special skills<br>A first level degree in Political science, or a related area is required. The request aims to strengthen the capacity of PCBS staff to identify, assess, mitigate and monitor risks that may affect the production of official statistics, in accordance with the Generic Statistical Business Process Model (GSBPM). The GSBPM will serve as the main reference framework for linking risk management to the phases of statistical production. This support is particularly relevant in the Palestinian context, where political, security and humanitarian conditions may affect field data collection, access to certain areas and population groups, staff mobility, administrative data flows, digital infrastructure, dissemination, and the continuity of statistical production. ESCWA will provide the requested support with the assistance of an international consultant. The proposed support will focus on enabling PCBS staff to develop a practical and applicable approach for managing risks related to statistical work according to the GSBPM phases, strengthening institutional preparedness, continuity, quality and reliability of official statistics, and ensuring alignment with the existing national strategy for the development of statistics and coordination requirements within the National Statistical System. Technical support is expected to start remotely during the initial phase. It may subsequently be built upon through more interactive technical support and capacity-development modalities, including in-person technical meetings, face-to-face training or a hybrid format, whenever feasible, as a future direction to be considered in light of progress and available resources. Duties and Responsibilities Under the overall supervision of ESCWA's Project Coordinator and in close coordination with PCBS, the consultant will: 1. ABAAD advocates for gender-sensitive policies and legislation that promote the active participation of women and their equal access to justice. ABAAD works to eliminate gender-based violence through a holistic care model that provides direct services in specialized shelters and accommodation, combining gender-specific and gender-transformative approaches to bring about long-term social change. ABAAD operates primarily in Lebanon, where it has provided GBV prevention and response services through the Ministry of Social Affairs' Social Development Centers (SDCs) from 2014 to 2022. Following the economic crisis, ABAAD strategically transitioned from the SDCs and established seven independent model centers dedicated to combating violence against women, while maintaining coordination and cooperation with the Ministry. This collaboration led to the joint development of national standard operating procedures (SOPs) for GBV case management and the Positive Parenting Curriculum (ABB programme) in 2023. ABAAD currently supports the Ministry by training SDC social workers in the implementation of these SOPs and the ABB programme.</p><p><strong>About the project (IF THE DONOR REQUIRE VISIBILTY)</strong> Under the BMZ-funded project "Strong rights, holistic protection: Improved standards for GBV survivors in the MENA region", implemented in partnership with Terre des Hommes Deutschland e.V., ABAAD is seeking an external consultant/team of consultants to lead the Lebanon-specific component of the project, focused on assessing, documenting, piloting, and disseminating a multidisciplinary Holistic Care Model approach for addressing the intersection of Violence against women (VAW) and violence against children (VAC) services across 2 ABAAD model centers and 5 SDCs.</p><p><strong>Overall goal of this assignment</strong> The overall goal of this consultancy is to lead the assessment, documentation, piloting, and dissemination of a multidisciplinary Holistic Care Model approach that addresses the intersection of violence against women (VAW) and violence against children (VAC) at the household level.
