You’ll film with him, sit with him while he builds, understand what he’s working on, and learn the product well enough to know which thirty seconds of it are actually worth showing. That relationship is the engine of the role.<br>You’ll own the content output end to end: filming, editing, posting and scheduling.<br>Alongside that, you’ll work with our Dubai team on the monthly content calendar and overall content direction, contributing ideas, angles and scripts to the plan.<br>This isn’t a role where you’ll be handed perfectly written scripts and raw footage to edit. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>In accordance with the established Agency policy and procedures, the incumbent is responsible for advising on and operationalizing all aspects of UNRWA security and risk management, crisis readiness and preparedness in the Field, for all UNRWA personnel both Internationally recruited and locally recruited Area staff with focus on frontline Area staff security, particularly in those areas heavily impacted by the current conflict.</p><p>The Senior Field Security Officer (SFSO) serves as a principal Advisor and assists the Front Office (DUA and DDUA (Operations/Programmes)) in the execution of their security responsibilities in the Field. The SFSO ensures UNRWA's Security and Risk Management system is context specific and tailored to the needs of frontline personnel. S/he supports the identification, implementation of security and risk management best practices and other Standard Operation Procedures across the Field. The SFSO ensures UNRWA's participation in the UN Security Management System (UNSMS) and supports UNRWA's compliance with security requirements, as appropriate. The SFSO also maintains close cooperation with UN Department of Safety and Security (UNDSS), Agency Funds and Programmes Security Officer(s), as well as with the Host Government security agencies, local community, and beneficiaries. Where applicable, the SFSO provides direct supervision to the Close Protection Team, and in addition to all aspects of the Field Security Risk & Management (FSRM) team. In this context, SFSO performs the following:</p><p><strong>1. Security Risk Assessment:</strong></p><ul><li>In line with UNSMS methodology, leads the development of security risk management processes, outlining potential risks and recommends prevention and mitigation strategies towards improving the security of both the internationally recruited and the frontline Area staff, as well as the installations with a particular emphasis on the Camp level;</li><li>In close cooperation with the Front Office and Department and Programme Heads, ensures that security initiatives are fully coordinated, approved and integrated into appropriate Agency-wide policy;</li><li>Oversees the process of comprehensive threat analysis and security risk assessments to include all area staff, locations, installations and activities in the assigned Field;</li><li>Manages the processes of various security assessments, both routine and adhoc, as required, to ensure optimal prevention and mitigation measures are in place;</li><li>Reviews inputs and recommends improvements in coordination with DSRM, HQ (Amman) in the implementation, further development and monitoring and evaluation (M&E) of the security and risk management system for all staff with the objective to minimize risk in the contextual, programmatic and professional workplace-risk categories for frontline Area staff;</li><li>Manages the UNRWA security incidents system as required and ensures that the Agency Security Incident Management System (SIMS) is fully implemented, kept up-to-date and reports filed properly. Oversees the upgrading of the SIMS to provide critical information for security analysis; encourages incident reporting at the Camp and Area level;</li></ul><p><strong>2. UNRWA Security Plan, Security Risk Management processes and UNSMS Security Risk Management (SRM) Measures:</strong></p><ul><li>Plans and oversees Security Risk Management process for all offices and maintains guidance such as security, contingency, emergency and evacuation plans as required;</li><li>Supports and supervises the implementation and adherence to the Area Security Plan and coordinates capacity building efforts for relevant frontline staff with the support of the available security resources on the ground;</li><li>Is responsible for developing and updating the Field specific security contingency plans in accordance with the United Nations Security Policy Manual that governs Internationally recruited staff and UNRWA risk management system for Area staff; coordinates and organizes emergency medical evacuation and convoy security procedures;</li><li>Ensures and manages that all new International and Area staff personnel receive briefings upon arrival, local security training as necessitated by changes in security environment, and are kept informed of matters affecting their security;</li><li>Ensures implementation of the frontline staff capacity-building plan, including SSAFE training programme for frontline staff, as required, and professional work-place risk trainings;</li><li>Manages the staff warden/ information systems as required;</li><li>Ensures that UNRWA Field Office procedures conform to the UNSMS and UNRWA policy and standards as appropriate, and that UNRWA personnel is included in the Security Plan comprising International staff with eligible dependents and the Area staff;</li><li>Ensures that appropriate staff tracking procedures are in place for all UNRWA staff travel; ensures compliance of International staff with Travel Request Information Process (TRIP) including the security clearance process;</li><li>Oversees staff's adherence and compliance to various (UNDSS and UNRWA specific) security plans and advisories, such as warden systems, and Residential Security Measures (RSM);</li><li>Assists the Field Director in assessing and implementing security risk management measures with a view towards SRM compliance for all aspects of UNRWA operations, including staff and supports the development and implementation of operational procedures and standards with regard to contextual, programmatic and professional work-place risk categories for frontline Area staff based on best practices in the Field; in LFO, chairs the Field Office advisory sub-committee on Security and Risk Management and make recommendations to the Field Director.</li></ul><p><strong>3. Monitor meeting requests submitted on gMeets and books rooms and other services requested; 2. Assist the Unit with cost estimates that are requested on ESCWA’s portal of services, as needed; 3. Assist with matters related to the cost estimator currently being developed within CMS; 4. Assist entering data in e-APG pertaining to interpreters that are in the roster and who are hired to service at meetings and events; 5. The position is heavily focused on Data Engineering and Platform Engineering rather than reporting and dashboard development. The successful candidate will build scalable, governed, and high-performance data solutions that support analytics, AI, operational reporting, and business intelligence initiatives across the organization. This role is primarily focused on Data Engineering, Data Platform Development, and Microsoft Fabric architecture. The Regional Office for West Asia delivers advisory services and capacity building support to countries to achieve environmental and sustainable development objectives. Plastic pollution has emerged as one of the most pressing environmental challenges worldwide, posing significant risks to ecosystems, biodiversity, human health, and sustainable development. Single-use plastics (SUPs), including plastic bags, food packaging, disposable cutlery, straws, and beverage containers, represent a substantial share of plastic waste due to their short lifespan and limited recovery after use. The Kingdom of Bahrain has demonstrated a strong commitment to addressing plastic pollution through a range of regulatory and policy measures. Recent initiatives include restrictions on non-biodegradable plastic bags, limitations on small plastic beverage containers, and broader efforts to promote sustainable waste management and environmental protection. Nevertheless, SUPs continue to constitute a significant source of plastic pollution, particularly in terrestrial and marine environments. Recognizing the need to strengthen existing policy measures, the Supreme Council for Environment (SCE), in collaboration with UNEP ROWA, is undertaking a comprehensive assessment of Bahrain's policy and regulatory framework governing single-use plastics. The assessment will identify strengths, gaps, implementation challenges, and opportunities for improvement while drawing upon international good practices and lessons learned from the Gulf Cooperation Council (GCC), Arab region, and other jurisdictions. The assignment will culminate in the development of evidence-based policy recommendations and an implementation roadmap to reinforce Bahrain's transition towards a circular economy for plastics. UNEP seeks to recruit an International Expert on Plastic Pollution and Circular Economy to provide technical, analytical, drafting, and advisory provision for the assessment of Bahrain's policy and regulatory framework on single-use plastics, the review of international best practices, stakeholder consultations, and the development of evidence-based policy recommendations and an implementation roadmap, in close coordination with the SCE and under UNEP ROWA supervision. The objective of this assignment is to contribute to the work of UNEP ROWA in reviewing the current status of single-use plastics in Bahrain, assessing the effectiveness of the existing policy and regulatory framework, identifying policy and implementation gaps, benchmarking international and regional good practices, and developing a practical policy framework and implementation roadmap to reduce single-use plastics and advance Bahrain's transition towards a circular economy for plastics. The expert will provide technical, analytical, drafting, and advisory maintenance throughout the assignment. Duties and responsibilties: Under the direct supervision of the designated Programme Management Officer at UNEP ROWA, the selected consultant will carry-out, inter alia, the following duties and responsibilities for each of the four projects detailed previously: 2.a. Project Inception and Planning •Prepare an inception report outlining the proposed methodology, workplan, stakeholder engagement approach, data requirements, and timeline for the assignment. •Review all relevant background documents, policies, legislation, reports, and technical materials provided by UNEP and the SCE. •Identify additional information and data requirements necessary to successfully implement the assignment. 2.b. Assessment of the Current Situation •Conduct a comprehensive review of the current status of single-use plastics (SUPs) in Bahrain using available national and international literature, reports, statistics, and other relevant secondary data. •Assess trends in the production, import, consumption, waste generation, collection, recycling, treatment, disposal, and environmental impacts of SUPs, where data are available. •Identify the principal categories of SUP products contributing to plastic pollution and assess existing waste management practices and infrastructure relevant to their management. 2.c. Review of the Policy, Legal and Institutional Framework •Review Bahrain's existing policy, legal, regulatory, and institutional framework governing single-use plastics and plastic waste management. •Assess the effectiveness of existing policy measures, including implementation arrangements, institutional coordination, enforcement mechanisms, compliance, and monitoring systems. •Identify strengths, gaps, challenges, and opportunities within the existing framework that may affect the effective prevention, reduction, and management of SUPs. 2.d. International and Regional Benchmarking •Review international and regional policies, regulatory approaches, strategies, and best practices related to the prevention and management of single-use plastics, with particular consideration of experiences from GCC countries, the Arab region, and other relevant jurisdictions. •Assess the applicability of international good practices to Bahrain, taking into account national institutional, technical, economic, and social conditions. •Identify policy approaches and implementation mechanisms that could inform Bahrain's future policy framework. 2.e. Development and Assessment of Policy Options •Assess the feasibility and potential effectiveness of different policy instruments to reduce SUP consumption and improve the environmentally sound management of plastic waste. •Evaluate options including, but not limited to: - Regulatory restrictions and bans; - Product standards and eco-design requirements; - Economic instruments, including fees and levies on selected SUP products; - Extended Producer Responsibility (EPR); - Deposit-return systems; - Public procurement measures; - Awareness and behaviour change initiatives; - Voluntary agreements with industry. •Assess how fees on selected SUP products could function both as demand-reduction measures and as financing mechanisms to strengthen recycling infrastructure and circular economy initiatives. 2.f. Stakeholder Engagement and Consultation •Identify and engage relevant stakeholders, including government institutions, municipalities, private sector representatives, civil society organizations, academia, recycling companies, and consumer groups. •Prepare consultation materials, presentations, and discussion documents to facilitate stakeholder engagement. •Adopt the planning and facilitation of stakeholder consultation workshops and technical discussions in coordination with UNEP and the SCE. •Document stakeholder feedback and integrate relevant inputs into the assessment, policy recommendations, and implementation roadmap. 2.g. Development of Policy Recommendations and Implementation Roadmap •Develop evidence-based policy options and recommendations to strengthen Bahrain's framework for preventing and reducing single-use plastics, improving their environmentally sound management, and advancing the country's transition towards a circular economy for plastics. •Prepare recommendations addressing policy, regulatory, institutional, technical, financial, and behavioural aspects relevant to SUP management. •Develop a practical implementation roadmap that identifies priority actions, implementation timelines, institutional responsibilities, financing considerations, and monitoring arrangements to facilitate the phased implementation of the recommended measures. 2.h. Reporting and Knowledge Products •Prepare all technical reports, presentations, briefing materials, and other knowledge products required under the assignment in accordance with UNEP's quality standards. •Present findings and recommendations to UNEP, the Supreme Council for Environment, and other relevant stakeholders, and revise all deliverables based on comments received. •Ensure that all outputs are evidence-based, technically sound, clearly presented, and suitable for informing policy and decision-making. 2.i. <p>The American Red Cross is currently seeking a Mobile SAF-IS Regional Program Specialist to support the Service to Armed Forces and International Services Division mission. This position is regional, but also part of our mobile staff which requires meeting strict medical and security clearances prior to employment. In this role worldwide deployment is a condition of employment. Mobile staff members typically deploy for 6 months at a time, approximately once every 18-24 months, and can be sent to any military base in the world. Relocation assistance is only available for current employees within a 50-mile radius within the division.</p>

<p>Manage and administer the delivery of American Red Cross services to meet the needs of United States military members, veterans, and their families in accordance with Red Cross policies and procedures. Support the delivery of International Services programs and services. Provide support, development, and/or leadership guidance to all volunteers. Perform all duties and responsibilities in compliance with standard operating procedures and other applicable federal, state, and local regulations.</p>

<p>Manages a volunteer engagement program and cycle to enable delivery of all Red Cross programs and services on a military installation and in their local community. Manages volunteers who will be the primary resource to administer the delivery of American Red Cross services to meet the needs of United States military members, veterans, and their families in accordance with Red Cross policies and procedures. When volunteers are unavailable, the manager is responsible for delivering the mission-specific services.</p>

<li>Develop and implement local needs assessment and Volunteer Program Plan through utilizing process established by Volunteer Resources.</li>
<li>Recruits and trains leadership volunteers to support placement and supervision of staff and programs in the delivery of SAF/IS U.S. programs and services, Training Services, Disaster Cycle Services, and providing support to Armed Forces Blood Services.</li>
<li>Effectively utilize the Volunteer Connection Platform to manage, document, train, recognize, and communicate with volunteers within the local footprint.</li>

<p>Ensures the consistent delivery of SAF and IS U.S. services to all clients in their area.</p>

<li>Provides supervision of volunteer Service Delivery staff.</li>
<li>Coordinates services to military treatment facilities and VA hospitals through rehabilitation programs, material assistance, resiliency training, morale items, and support.</li>
<li>Ensures community outreach, to include command meetings and education briefings, presentations, or workshops.</li>
<li>Ensures a strong military community outreach program and implementation of special events and projects in support of SAF/IS U.S. initiatives.</li>
<li>Manages support services to military members and their families to include family follow-up information and referrals, and other related services.</li>
<li>Provides support for the emergency communications center with local information, as appropriate.</li>
<li>Develops outreach strategies aimed at promoting International Services U.S. programs to the community and ensuring the local community is aware of what programs and services are available.</li>
