<p>The precertification officer is responsible for handling received requests from external parties, checking eligibility, and issuing authorization of medical treatments and ensuring that medical treatment given by providers is necessary, appropriate and cost effective.</p>
<p>The precertification officer provides high quality service; assists and informs clients/medical providers about the authorization response.</p>
<h4>What you do</h4>
<ul>
<li>Receive the requests from external parties, check claims eligibility and issue authorization of medical treatments, follow up on the case and ensure that medical treatment given by providers is necessary, appropriate and cost effective.</li>
<li>Handle details of the authorization by completing the data on TATSH in accordance with the policy wordings and the information as relayed by the relevant medical report and/or the other relevant details and gathered by the precertification officer.</li>
<li>Liaise closely with the precertification doctor in the pre-authorization of treatments and appropriate medical care for all in-patient claims and any other type of claim costly, suspicious or complicated whereby claim doctor medical approval & signature is required.</li>
<li>Discuss the authorization’s details with clients and provide sympathetic support and both medical and procedural advice as appropriate.</li>
<li>Liaise closely with the team leader/deputy precertification manager in the pre-authorization of treatments and appropriate medical care as per policy terms and conditions; suggesting the intervention of field medical officers/second medical opinions for suspicious, difficult and major cases.</li>
<li>Report in writing to the supervisor regarding complaints received by the precertification department and relating to a specific communication and/or authorization process.</li>
<li>Provide a high quality service, assist and inform clients/medical providers about the authorization response and make sure that clients’ requests are handled with no delay and with efficiency.</li>
<li>Follow and apply the internal claims procedures for all types of claims.</li>
<li>Responsible and accountable for the confidential, proper administration of insured member data as well as system, policy and medical information.</li>
<li>Any other duties as requested by the direct manager.</li>

In Lebanon, Law No. 463/2002 established a framework for sentence reduction and entrusted this task to the Sentence Reduction Commission. Each of the two sub-commissions consists of a judge appointed by the Minister of Justice, the head of the prison's central directorate, a medical doctor specialized in psychiatry, and a social worker, with both specialists designated by the Minister of Justice. The director of the relevant prison or facility serves as an ad hoc member, depending on the case under review. To address the increasing workload, the Minister of Justice also appointed an additional social worker to support both sub-commissions. However, the Commission's operations have been quasi-paralyzed for over two years due to a lack of support for the medical doctors and social workers, who are essential for providing the necessary assessments for each case. This has hindered the Commission's ability to fulfill its critical role in addressing prison overcrowding. In this context, and as part of its ongoing commitment to improving access to justice, UNDP seeks to recruit two (2) Medical Doctors specialized in psychiatry to support the Commission in processing the cases of prisoners seeking sentence reduction.</p><p>Scope of work, responsibilities and description of the proposed analytical work Under the overall guidance of the project's Chief Technical Advisor or Project Officer, and in close coordination with the Commission of Reduction of Sentences, the Medical Doctors will support the Commission across the different governorates, according to the Commission's geographic distribution of files, by assessing prisoners' medical condition before sentence-reduction decisions are issued.</p><p>To achieve this objective, the Consultants are expected to:</p><ul><li>Assess prisoners' files from a medical and psychiatric perspective.</li><li>Draft and submit scientific reports to the Commission to inform its sentence-reduction decisions.</li><li>Provide the necessary medical opinion regarding the reduction of a prisoner's sentence based on their medical and psychiatric condition.</li><li>Provide expert opinion during deliberations on the impact and relevance of mental-health factors in specific cases.</li><li>Collaborate with the Commission on any other required tasks.</li></ul><p>Expected outputs and deliverables The Consultants are expected to complete the tasks and activities described above and submit bi-monthly progress reports. Each Medical Doctor must assess a minimum of 20 cases every two months. The reports shall describe progress in assessing inmates' cases and provide disaggregation by type of case, gender, age, geographic location, and nationality.</p><p>Institutional arrangements</p><ul><li>The work is expected to start upon contract signature.</li><li>The Consultant will work under the overall guidance of the designated UNDP focal point, in close coordination with the Commission of Reduction of Sentences and its President.</li><li>The Consultant will rely on their own means of communication and transportation. Transportation and communication costs should be included in the Consultant's financial offer.</li><li>All title rights, copyrights, and other rights in any material produced under the Terms of Reference will be vested exclusively in UNDP. <p><br></p><p>This position is located in the Crisis Response Division (CRD), Office for the Coordination of Humanitarian Affairs (OCHA). OCHA is part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.</p><p>This temporary job opening is being advertised for the position of Humanitarian Affairs Officer (Risk Management and Compliance), P3 with OCHA Lebanon in Beirut. Under the overall supervision of OCHA Head of Office, the incumbent reports to the Head of Humanitarian Finance Section/Fund Manager. The Humanitarian Fund Units in OCHA Regional and Country Offices manage multi-donor country-based pooled funds under the leadership of the Resident Coordinator and/or Humanitarian Coordinator. These funds receive unearmarked contributions from donors. The funds are allocated to humanitarian actors for ongoing humanitarian operations and to respond to new emergencies.</p><p>The Humanitarian Affairs Officer (Risk Management and Compliance) may supervise staff.</p><p><b>Responsibilities</b></p><p>Within delegated authority, the Humanitarian Affairs Officer (Risk Management and Compliance) will be responsible for the following duties:</p><ul><li>Monitors, analyzes and reports on humanitarian developments, disaster relief/ management or emergency situations in assigned country/area which may impact performance of the Humanitarian Financing Unit (HFU).</li><li>Organizes and prepares studies on humanitarian, emergency relief and related issues and organizes follow-up work management response related to audits and evaluations of Country-Based Humanitarian Pooled Funds.</li><li>Establishes and maintains contacts with other UN agencies, non-governmental organizations, and other key stakeholders to enable early detection of compliance issues in HFU funded projects and verifies prevention and control mechanisms.</li><li>Undertakes and provides risk management and compliance training for implementing partners.</li><li>Prepares or contributes to the preparation of various written reports, documents and communications, e.g. drafts sections of studies, background papers, policy guidelines, briefings, case studies, presentations, correspondence, etc. related to risk management and compliance in the context of Country-Based Humanitarian Pooled Funds.</li><li>Serves as the primary focal point on monitoring and risk management and compliance of the HFU, keeps abreast of latest developments, liaises with other humanitarian organizations, etc., ensures appropriate monitoring and reporting mechanisms in line with global country-based pooled fund guidelines.</li><li>Reviews and provides advice to HFU on policy issues related to risk and compliance.</li><li>Organizes and participates in work groups, meetings, conferences, consultations with other agencies and partners on humanitarian and emergency relief-related matters.</li><li>Supports and monitors compliance by IPs with global policy requirements on accountability and risk management, leads the Eligibility Process and oversees response to non-compliance by IPs with contractual obligations and CBPF requirements.</li><li>Provides technical capacity to respond to alleged and proven incidents of misconduct (financial misconduct or sexual exploitation and abuse) by IPs.</li><li>Provides guidance to, and may supervise, new/junior staff.</li><li>Performs other duties as required.</li></ul><p><b>Competencies</b></p><ul><li>Professionalism: Knowledge of a range of humanitarian assistance, emergency relief and related humanitarian issues, including approaches and techniques to address difficult problems. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.</p><p>A minimum of five (5) years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related is required</p><p>Experience in compliance and risk management is required.</p><p>Experience in responding to fraud and/or Sexual Exploitation and Abuse (SEA) incidents is desirable.</p><p>Relevant experience in a humanitarian context within the UN Common System or other comparable international organization is desirable</p><p>Relevant experience in the Middle East region is desirable.</p>
