Result of Service
The consultant is expected to provide a final report that includes recommendations to ensure alignment and consistency between the internal regulations related to the Labour Law, particularly those affecting the implementation of flexible work arrangements, and to develop draft by-laws governing the implementation of these new flexible work arrangements.
Work Location
Remote
Expected duration
3 months
Duties and Responsibilities
Background In May 2025, the Lebanese Parliament adopted Law No. 3/2025, amending the Labour Law to formally recognize flexible, part-time, and remote work arrangements and to extend National Social Security Fund (NSSF) coverage of workers. This new law was proposed by the Head of the Women and Children Parliamentary Committee following a process that included a case study on childcare in Lebanon, public hearings and dialogues, in addition to a legal study and meetings, all in collaboration between ESCWA and the committee. This reform represents a milestone in Lebanon’s labour and social protection framework, aiming to promote inclusive and equitable access to employment. It is particularly significant for advancing women’s economic participation, as flexible and family-friendly work arrangements can help reduce barriers that prevent women - especially those with caregiving responsibilities - from entering or remaining in the workforce. In order to ensure the effective implementation of the new law, ESCWA, UN Women, and the International Labour Organization (ILO) joined hands to provide technical assistance to the Lebanese Women and Children Parliamentary Committee to support its follow-up on the implementation of the law as part of the Parliament’s role in post-legislative scrutiny. The process entailed a legal study/advice to propose reforms and updates to the internal laws and regulations of the Lebanese National Social Security Fund (NSSF). These reforms and updates are necessary to allow for the implementation of Law No. 3/2025 without misuse of the new arrangements for fraudulent purposes, which, in turn, serves as a foundational input to guide the actuarial feasibility study leading to the full implementation of the labour law reform while also ensuring the benefits of this reform are utilized appropriately and fairly. These efforts must be aligned with the Labor Law and its implementing by-laws. Therefore, updates and reforms to the Ministry of Labor's by-laws are necessary to ensure the full and coherent implementation of the Labor Law reforms. Objective and methodology Against this backdrop, ESCWA, as it continues its technical support to ensure a full implementation of Law No. 3/2025, seeks to hire a consultant to undertake necessary research, advise and support the reform of the by-laws of the labour code in full alignment with the NSSF internal regulations. The consultant will work in collaboration with the Ministry of Labour, the NSSF and the technical team working on the implementation of the law reform. Tasks and responsibilities The consultant will be responsible for the following tasks: - Desk review: Conduct a revision of the Ministry of Labour relevant rules and internal regulations and by-laws in conjunction with those of the NSSF; - Ensure alignment of the internal regulations between the two entities; - Undertake consultations with involved stakeholders on the relevance and consequences of different options and alternatives to ensure the effective implementation of Flexible Work Arrangements including the required actuarial studies; - Suggest labour-law related by-laws for the Ministry of Labour, specifically in relation to flexible work arrangements; - Propose monitoring and evaluation procedures for the application of the amended labour law. The consultant is expected to provide regular updates on the work progress.
Qualifications/special skills
A master's degree in Lebanese law is required. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. A minimum of 5 years of professional work experience in areas related to law reform and changes is required. Previous experience in working on labour law and/or social security laws is desirable. Previous experience in working on labor and social security laws in Lebanon is desirable.
Languages
English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this position, fluency in Arabic is required. Knowledge of French and English is desirable. Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
Additional Information
Not available.
No Fee
THE UNITED NATIONS DOES NOT CHARGE A FEE AT ANY STAGE OF THE RECRUITMENT PROCESS (APPLICATION, INTERVIEW MEETING, PROCESSING, OR TRAINING). THE UNITED NATIONS DOES NOT CONCERN ITSELF WITH INFORMATION ON APPLICANTS’ BANK ACCOUNTS.

Despite the announcement of a ceasefire, the situation in Lebanon remains unstable, with localized incidents, including strikes reported in southern Lebanon. The June 2026 ceasefire has allowed for partial and phased returns of displaced populations, particularly in areas where active hostilities have subsided. The situation is compounded by Lebanon ongoing macroeconomic and institutional crisis which continues to limit recover capacity. High poverty levels, currency instability, and weakened public service delivery systems have left both host communities and displaced populations with reduced coping capacity and limited access to services. In this constraint environment, HI, who has been present in Lebanon 1992, has been able to adapt its programming to the specific emergencies onset as well as keeping some of its long-standing development focus. HI is managing activities covering the following thematics: Health and prevention for the provision of multi-disciplinary rehabilitation services (post operative care, physiotherapy, assistive devices, prosthetics and orthotics and psycho-social support). Inclusive education Inclusive humanitarian action Humanitarian Mine Action, including clearance, advocacy, NTS (non-technical survey) and TS (technical survey), and Education to the risks and effects caused by conventional weapons (including mines, explosive remnants of war and small arms light weapons). While the location of HI office and guesthouse are located in a relative safe area of Beirut, one has to be prepared to have to move out rapidly if needed. A comprehensive security system is in place, under the direct management of the country director to ensure the safety of the team. From government portals and large-scale websites to immersive event experiences, our team thrives on projects that truly make an impact. We are proud to be named a great place to work in the UAE.

Role Overview

GTECH builds and maintains a large portfolio of WordPress websites for brands across the Middle East. We're looking for a hands-on WordPress specialist who can own a website from design to front-end to back-end, turning approved designs into pixel-accurate, responsive WordPress builds, and extending them with custom functionality where needed.

Because so much of our work targets the Middle East market, this role requires a native Arabic speaker who can read and write Arabic. You'll be building and testing right-to-left (RTL) layouts, handling Arabic typography, and making sure bilingual (Arabic/English) sites look and read correctly.

This is a delivery-focused developer role. You'll work closely with our designers, project managers, and SEO/marketing team to ship clean, fast, secure WordPress sites.

Key Responsibilities

Convert approved designs (Figma / Adobe XD / PSD) into responsive, pixel-accurate WordPress themes.

Build and customize WordPress themes and child themes, front-end (HTML5, CSS3/SCSS, JavaScript) and back-end (PHP, WordPress APIs).

Develop custom functionality: custom post types, taxonomies, and fields using ACF (Advanced Custom Fields); build or extend custom plugins.

Build and maintain Arabic / RTL and bilingual sites, correct RTL layouts, Arabic fonts/typography, and multilingual setups (e.g. WPML / Polylang).

Work with page builders where relevant (Elementor, Gutenberg / block editor) and know when to build custom instead.

Build and maintain WooCommerce stores where required.

Optimize sites for speed, Core Web Vitals, responsiveness, and cross-browser compatibility.

Apply WordPress security best practices; keep core, themes, and plugins updated and safe.

Handle site migrations, staging-to-live deployments, backups, and basic hosting/DNS tasks.

Debug and resolve theme, plugin, and performance issues across the existing site portfolio.

Use Git for version control and collaborate with the team on a shared workflow.

Coordinate with designers, project managers, and the SEO team so builds are on-brief, on-time, and SEO-friendly.

Requirements

3–5 years of hands-on WordPress development experience, ideally in an agency or multi-site environment.

Native Arabic (read & write) with the ability to build and QA Arabic/RTL and bilingual websites; strong English for team communication.

Strong front-end skills: HTML5, CSS3/SCSS, JavaScript (and jQuery), responsive design.

Strong WordPress back-end skills: PHP, MySQL, WordPress theme & plugin APIs, hooks/filters.

Hands-on experience with ACF, custom post types, and custom fields.

Experience taking a design file and producing a clean, faithful, responsive WordPress build.

WooCommerce experience.

Familiarity with page builders (Elementor and/or Gutenberg blocks).

Understanding of WordPress security, performance optimization, and Core Web Vitals.

Comfortable with Git and a collaborative development workflow.

Reliable remote worker, self-managing, communicative, and able to hit deadlines.

Nice to Have

Multilingual plugin experience (WPML, Polylang).

Basic on-page SEO awareness (clean markup, schema, page speed).

Experience with headless WordPress or REST API / custom API work.

Familiarity with a broader stack (Node/React or Laravel), useful, but this is a WordPress-first role.

Experience with CI/CD or automated deployment tools.

A portfolio of live WordPress and Arabic/RTL sites.

Benefits

Why Join GTECH?

Be part of a collaborative, curiosity-driven culture.

Recognized as a great place to work in the UAE.

Opportunities to learn, grow, and shape the future of digital experiences.
