<br>We are seeking a highly structured and independent Compliance Specialist to establish, operate, and continuously strengthen Telecel Group’s compliance, governance, and internal control framework across all operating companies, shared services, and third-party relationships.
<br>This role is central to Telecel’s ability to remain audit-ready, regulator-compliant, investor-grade, and IPO-ready always. The Compliance Specialist will act as the Group’s second line of defense, ensuring that policies, controls, and regulatory obligations are not only defined, but actively enforced, evidenced, and monitored.
<br>You will work directly with the Process & Culture Director to translate Telecel’s governance architecture into a living, operating compliance system across Africa, Europe, and shared services.

<br>• Build and maintain Telecel’s Group-wide compliance framework covering regulatory, financial, HR, data protection, ESG, procurement, and governance obligations.
<br>• Translate policies into controls, ownership, and evidence requirements across all entities.
<br>• Operate the Group compliance calendar, ensuring that statutory filings, audits, certifications, and regulatory obligations are completed on time.
<br>• Maintain the Group policy library, control register, and compliance evidence repository.
<br>• Serve as the central audit and due-diligence interface for external auditors, investors, banks, regulators, and advisors.
<br>• Track and escalate compliance risks, breaches, and control failures across OPCOs.
<br>• Oversee third-party and vendor compliance, including KYC, sanctions, Code of Conduct, and procurement governance.
<br>• Ensure that employment law, data protection, and telecom regulatory requirements are consistently met across jurisdictions.
<br>Produce audit-ready evidence packs, compliance dashboards, and management reports for Group leadership.
<br>• Work with HR, IT, Finance, Legal, and Operations to embed compliance into day-to-day execution.

The workshop provided a platform to identify systemic challenges and capacity needs, with a focus on data systems, institutional practices, digital infrastructure, and institutional frameworks that are essential for effective oversight. Discussions examined the availability and quality of fiscal and socio-economic data required for informed decision-making and equitable revenue-sharing arrangements, and initiated a technical dialogue on transparent, evidence-based revenue-sharing framework informed by international experience, while respecting Iraq’s context. The workshop also explored potential benchmarks and indicators that may guide the evaluation of fiscal performance, efficiency, and equity across governorates. <p>The consultant is expected to provide a final report that includes recommendations to ensure alignment and consistency between the internal regulations related to the Labour Law, particularly those affecting the implementation of flexible work arrangements, and to develop draft by-laws governing the implementation of these new flexible work arrangements.</p><p>In May 2025, the Lebanese Parliament adopted Law No. 3/2025, amending the Labour Law to formally recognize flexible, part-time, and remote work arrangements and to extend National Social Security Fund (NSSF) coverage of workers. This new law was proposed by the Head of the Women and Children Parliamentary Committee following a process that included a case study on childcare in Lebanon, public hearings and dialogues, in addition to a legal study and meetings, all in collaboration between ESCWA and the committee. This reform represents a milestone in Lebanon's labour and social protection framework, aiming to promote inclusive and equitable access to employment. It is particularly significant for advancing women's economic participation, as flexible and family-friendly work arrangements can help reduce barriers that prevent women - especially those with caregiving responsibilities - from entering or remaining in the workforce.</p><p>In order to ensure the effective implementation of the new law, ESCWA, UN Women, and the International Labour Organization (ILO) joined hands to provide technical assistance to the Lebanese Women and Children Parliamentary Committee to support its follow-up on the implementation of the law as part of the Parliament's role in post-legislative scrutiny. The process entailed a legal study/advice to propose reforms and updates to the internal laws and regulations of the Lebanese National Social Security Fund (NSSF). These reforms and updates are necessary to allow for the implementation of Law No. 3/2025 without misuse of the new arrangements for fraudulent purposes, which, in turn, serves as a foundational input to guide the actuarial feasibility study leading to the full implementation of the labour law reform while also ensuring the benefits of this reform are utilized appropriately and fairly. These efforts must be aligned with the Labor Law and its implementing by-laws. Therefore, updates and reforms to the Ministry of Labor's by-laws are necessary to ensure the full and coherent implementation of the Labor Law reforms.</p><p>Against this backdrop, ESCWA, as it continues its technical support to ensure a full implementation of Law No. 3/2025, seeks to hire a consultant to undertake necessary research, advise and support the reform of the by-laws of the labour code in full alignment with the NSSF internal regulations. The consultant will work in collaboration with the Ministry of Labour, the NSSF and the technical team working on the implementation of the law reform.</p><ul><li>Desk review: Conduct a revision of the Ministry of Labour relevant rules and internal regulations and by-laws in conjunction with those of the NSSF;</li><li>Ensure alignment of the internal regulations between the two entities;</li><li>Undertake consultations with involved stakeholders on the relevance and consequences of different options and alternatives to ensure the effective implementation of Flexible Work Arrangements including the required actuarial studies;</li><li>Suggest labour-law related by-laws for the Ministry of Labour, specifically in relation to flexible work arrangements;</li><li>Propose monitoring and evaluation procedures for the application of the amended labour law.</li></ul><p>The consultant is expected to provide regular updates on the work progress.</p><p><strong>Desired Candidate Profile</strong></p>A master's degree in Lebanese law is required. ABAAD works to eliminate gender-based violence through a holistic care model that provides direct services in specialized shelters and accommodation, combining gender-specific and gender-transformative approaches to bring about long-term social change. ABAAD operates primarily in Lebanon, where it has provided GBV prevention and response services through the Ministry of Social Affairs' Social Development Centers (SDCs) from 2014 to 2022. Following the economic crisis, ABAAD strategically transitioned from the SDCs and established seven independent model centers dedicated to combating violence against women, while maintaining coordination and cooperation with the Ministry. This collaboration led to the joint development of national standard operating procedures (SOPs) for GBV case management and the Positive Parenting Curriculum (ABB programme) in 2023. ABAAD currently supports the Ministry by training SDC social workers in the implementation of these SOPs and the ABB programme.</p><p><strong>About the project (IF THE DONOR REQUIRE VISIBILTY)</strong> Under the BMZ-funded project "Strong rights, holistic protection: Improved standards for GBV survivors in the MENA region", implemented in partnership with Terre des Hommes Deutschland e.V., ABAAD is seeking an external consultant/team of consultants to lead the Lebanon-specific component of the project, focused on assessing, documenting, piloting, and disseminating a multidisciplinary Holistic Care Model approach for addressing the intersection of Violence against women (VAW) and violence against children (VAC) services across 2 ABAAD model centers and 5 SDCs.</p><p><strong>Overall goal of this assignment</strong> The overall goal of this consultancy is to lead the assessment, documentation, piloting, and dissemination of a multidisciplinary Holistic Care Model approach that addresses the intersection of violence against women (VAW) and violence against children (VAC) at the household level. Given the rising demand for work on social expenditure monitor by member states, ESCWA is recruiting a consultant to provide research and analytical support to deliver technical assistance and policy support to member States on public finance issues. In parallel, ESCWA is undertaking a project to track and analyse financial flows to food systems in a systemic and integrated manner, in order to support evidence-based decision-making and investment prioritization in this area. Lebanon continues to face a protracted economic and financial crisis, which has been compounded by the aftershocks of conflict in late 2024, further undermining the food security of Lebanese residents and refugee populations. While hyperinflation has softened from its previous peaks, persistently high food prices remain a primary driver of food insecurity. As of September 2025, the year-on-year food inflation rate stood at 23.9%. Along with inflation, currency depreciation, income losses, damaged infrastructure, and significant cuts to humanitarian food assistance continue to negatively impact the capacity of different population groups to access food. According to the latest Integrated Phase Classification (IPC) analysis, it was projected that between July and October 2025, about 1.24 million people (including Lebanese, Syrian refugees, and Palestine refugees) would face acute food insecurity and be classified in IPC Phase 3 or above (Crisis or worse). This corresponds to 23% of the analyzed population, an increase from the 19% recorded in the October 2023 March 2024 period. This crisis has disproportionately affected the agricultural sector, exposing a systemic vulnerability: Lebanon's critical over-reliance on expensive, imported agricultural inputs, especially wheat seeds. This import dependency strains national food security, reduces farmer resilience, and hinders access to locally adapted, high-yield seed varieties. The Lebanese Agricultural Research Institute (LARI), the public institution mandated to produce certified seeds, is a critical national asset for food sovereignty. However, its national seed program has stalled due to a lack of public financing, creating a critical gap in the domestic food system. Within the framework of the Food Security Project, UNDP aims to strengthen the institutional capacity of the Lebanese Agricultural Research Institute (LARI) to enhance its operational efficiency, management systems, and service delivery. Under the overall guidance and direct supervision of the Project Manager (Food Security), the Agricultural consultant, will be primarily responsible for planning, implementing, monitoring, supervising and coordinating field level activities related to the multiplication of certified wheat. <p>BACKGROUND Lebanon stands at a pivotal juncture in its governance and reform trajectory. Despite years of overlapping crises, the country has made landmark progress in building an integrity and anti-corruption framework. This includes the adoption and partial implementation of the National Anti-Corruption Strategy , the establishment of the National Anti-Corruption Commission (NACC), and major legislative reforms concerning access to information, illicit enrichment, whistleblower protection, asset declaration, and public procurement. These milestones have laid the groundwork for the most coherent accountability architecture in Lebanon s recent history. However, these achievements remain fragile amid a deep economic collapse, weakened institutions, and eroded public trust. While the strategic and legal frameworks are largely in place, implementation and enforcement mechanisms remain underdeveloped, and coordination among oversight institutions remains limited. The evaluation of the National Anti-Corruption Strategy highlighted the urgent need to consolidate progress by operationalizing national mechanisms, strengthening institutional capacities, and embedding corruption-risk management practices across public institutions. In this context, the Integrity in ACTion Project was established with the objective of improving the implementation of an institutionalized and targeted approach to preventing and combating corruption. ABAAD has a proven record in working in addressing GBV in emergency settings. JOB PURPOSE: The role of the Safeguarding Coordinator is to oversee the development, implementation, and effectiveness of ABAAD s safeguarding systems across all programs and operations. This role aims to ensure the prevention of and response to sexual exploitation and abuse (SEA), and all other forms of misconduct, while strengthening accountability to affected populations (AAP) and promoting a culture of safety, ethics, and accountability.
